TRIPOLI, Libya — One of Libya's rival governments resigned on Tuesday, a step that helps efforts by a new, U.N.-brokered unity government to assert itself in the capitol, Tripoli, despite opposition from some local militias.

In a statement, the Tripoli-based National Salvation Government said it would "cease duties" as executive authority, and therefore absolve itself of responsibility for the country's fate.

"We put the interests of the nation above anything else, and stress that the bloodshed stop and the nation be saved from division and fragmentation," the statement read.

Western nations view the new government as the best hope for ending Libya's chaos and uniting all factions against an increasingly powerful Islamic State affiliate, which has seized the central city of Sirte. Another government, based in the eastern city of Tobruk, still opposes the U.N.-backed body.

Libya has been dominated by an array of militias since the 2011 uprising that toppled and killed longtime dictator Moammar Gadhafi.

Tuesday's move came after the European Union slapped sanctions on three Libyan officials, including Prime Minister Khalifa Ghweil of the Islamist-backed government in Tripoli, for what it described as hindering the new unity government from beginning its work. The others sanctioned are Agilah Saleh, parliament head in Tobruk, and Nuri Abu Sahmain, who leads the outdated General National Congress.

Hassan al-Sgear, the head of Ghweil's office, said Tuesday's decision came after discussions between his office and the Cabinet on ways to stop the bloodshed in Libya's civil war.

The head of the new government, Fayez Serraj, arrived in Tripoli by sea last week to set up a temporary seat of power in a naval base despite threats from competing factions, which prevented him from arriving by air.

U.S. Secretary of State John Kerry has welcomed Serraj's arrival, as did the U.N. envoy to Libya, Martin Kobler, who was in Tripoli on Tuesday and said he received a warm welcome by a population tired of war.

The U.S. and its European allies hope the U.N.-backed government can unify the country and serve as an ally against IS. U.S. special forces have been on the ground, working with Libyan officials, and U.S. warplanes have carried out airstrikes.

Libyan officials say small teams of French, British and Italian commandos are also on the ground helping militiamen battling IS in the eastern city of Benghazi, though those three countries have not confirmed their presence.

Islamic State fighters retreat from bases outside Derna, Libya

Fighters belonging to the Islamic State’s arm in Libya have reportedly withdrawn from their positions on the outskirts of the city of Derna. Abu Bakr al Baghdadi’s loyalists were opposed by rival jihadists inside the city. Airstrikes by the Libyan Army, the US and Egypt have also repeatedly hit the so-called “caliphate’s” fighting positions in the area over the past year and a half.

The Mujahideen Shura Council (MSC) in Derna, a jihadist alliance that stymied the Islamic State’s expansion plans, issued a statement earlier today (seen on the right) saying that Baghdadi’s men had fled their bases. The MSC announced the complete “liberation” of Derna.

Libyans on social media have posted videos and pictures of locals celebrating their departure. In addition, a spokesman for Libya’s military told Reuters that the jihadists are attempting to make their way to Sirte, which has become the Islamic State’s main operational hub in the North African nation.

Last year, the Islamic State’s Libyan branch openly clashed with its rivals in the MSC, which was established in late 2014 by the Abu Salim Martyrs Brigade (ASMB) and other groups in Derna. Fighters from the Islamic State assassinated key figures in the MSC in June 2015. But Baghdadi’s followers picked a fight they couldn’t win.

The MSC quickly ejected the Islamic State from its strongholds inside the heart of Derna, forcing the “caliphate’s” fighters to operate in Al Fatayih, on the eastern outskirts of the city, and in other outlying areas. The two sides continued to battle in the months that followed.

Both the MSC and the Islamic State have regularly produced propaganda trumpeting their fight against one another. In March, for instance, the Islamic State’s Al Naba newsletter included an infographic tallying the operations carried out against both the MSC and the Libyan military. For its part, the MSC has captured and killed key Islamic State figures in Derna. The MSC has also released videos of adolescents and other young men who were detained after allegedly being recruited by the “caliphate” to carry out suicide attacks in Derna...

UK may take military action in Libya if requested

In-Depth Coverage

Iran Press TV

Sun Apr 24, 2016 3:41PM

The United Kingdom has raised the possibility of using military force in Libya to help legitimate Libyan authorities bring the security situation in the country under control.

British Foreign Secretary Philip Hammond said on Sunday that he could not rule out sending troops to Libya if requested by Libya's government.

"It wouldn't make sense to rule anything out because you never know how things are going to evolve," Hammond told The Sunday Telegraph newspaper.

Hammond added that the UK would consider military airstrikes and naval support for a Libyan-led attack on Daesh in Sirte, and that the future use of ground troops cannot be ruled out.

Daesh took control of Libya's northern port city of Sirte in June 2015, making it the first city to be governed by the Takfiri militant group outside of Iraq and Syria.

News outlets have reported that the special forces unit of the British Army, the SAS, is already operating in Libya, while it has also been suggested that up to 1,000 British troops could be sent to help train a new army.

The refusal by the British government to rule out military action in Libya is reportedly meant to promote the unity government formed for the country and led by Fayez Seraj, its prime minister.

Libya plunged into a political and security vacuum after militias backed by NATO forces toppled long-time dictator Muammar Gaddafi in 2011.

The Daesh terrorist group has taken advantage of the chaos, boosting its presence in the violence-wracked country and recruiting militant fighters from among members of local tribes, as well as enlisting former military personnel belonging to the ousted Gaddafi regime.

Since August 2014, when militias seized the capital city, Tripoli, Libya has been divided between two governments; one is run by the rebels in the capital and the other, which is internationally-recognized, is stationed in the far eastern Libyan city of Tobruk.

The unity government led by Seraj was formed out of an agreement by the two rival governments last December. It has been endorsed by the United Nations (UN). It has, however, had difficulty taking over.

NATO has also expressed willingness to provide military help in case Libya needed reinforcement to restore security.

The new unity government is also expected to stop the flow of refugees fleeing from war and persecution to Europe. Another major task ahead of the government is restoring the country's oil industry, dilapidated by the violence and destruction

World Powers Back Lifting Libyan Arms Embargo

In-Depth Coverage

by Pamela Dockins May 16, 2016

World powers say they will back Libya's new government in its bid to lift a U.N. arms embargo, a move that could help the government combat internal security threats and fight Islamic State.

Secretary of State John Kerry announced the decision following a multi-nation meeting chaired by the United States and Italy.

The United States and the international community "stand ready, to provide humanitarian, economic and security support to the new Libyan government," Kerry said. But he said world powers are not talking about troops or "boots on the ground" in Libya.

The internationally recognized Government of National Accord is facing challenges from rival factions and Islamic State-affiliated militants who have established a base in the central city of Sirte and have used that base to launch attacks in neighboring Tunisia.

In a joint news conference Friday, Libyan Prime Minister Fayez al-Sarraj described the situation in his country as "bad" in terms of the economy and security.

He urged world powers to provide additional training and equipment for Libyan forces, saying Libya's neighbors would not be "spared" if terrorism grows inside the country.

"Libya is a keystone for access to the Sahel, the Maghreb, the Near East and the Mediterranean and Europe and to have Daesh have a foothold in Libya is bad for everybody," he said.

Libya has been grappling to overcome the chaos that followed the 2011 ouster and killing of leader Moammar Gadhafi. World powers are hoping the Government of National Accord can unite the country.

Representatives from 19 other countries in the region joined the talks, along with the United Nations, African Union, EU and Arab League.

Commandos 'road-test' jihadi hunting quad boat: High speed vessel is dropped from the air then speeds elite forces into battle on water and on land
  • High Speed Amphibian speedboat doubles as desert patrol vehicle
  • The vessel races across sea and land at speeds of up to 45 knots
  • It will be used by the Special Boat Service in fight against ISIS in Libya

This is the Special Boat Service’s deadly new weapon which Britain’s elite commandos are preparing to use in devastating attacks on IS strongholds in Libya – a heavily armed speedboat that doubles as a desert patrol vehicle.

The High Speed Amphibian races across the sea at speeds of up to 45 knots and is just as fast on land, thanks to the wheels which unfold from underneath its hull.

The remarkable vessel, equipped with fast-firing Minimi machine guns, is currently undergoing sea trials off Britain and Cyprus – ahead of its likely introduction to UK Special Forces operations against IS in Libya.

The tests include dropping the vessel from a transport aircraft at 2,500ft, with SBS commandos parachuting from the plane into the sea and climbing aboard the Amphibians to mount an attack on the shoreline.

A source said: ‘The Amphibians are great because they’re fast, manoeuvrable and transition from water to dry land really quickly.’

A two-person model is currently under trial although a larger version can carry eight fully-equipped troops.

Britannian erikoisjoukkojen tarkka-ampuja esti itsemurhapommi-iskun Libyassa.

Britannian SAS-erikoisjoukkojen tarkka-ampuja pysäytti kahden ISIS-jihadistin kuljettaman itsemurhapommiauton Libyassa.

Daily Starin sotilaslähteiden mukaan brittikommando surmasi molemmat terroristit yhdellä luodilla kilometrin päästä. Lähteet luonnehtivat liikkuvaan maaliin ammuttua laukausta erääksi koko erikoisrykmentin historian parhaista.

Tarkka-ampujalla oli vain 20 sekuntia aikaa onnistua laukauksessaan. Huti olisi merkinnyt mahdollisesti jopa satojen siviilien kuolemaa.

Syy on yksinkertainen. Väestökehitys.

https://en.wikipedia.org/wiki/Demographic_dividend
https://en.wikipedia.org/wiki/Demographic_window
https://en.wikipedia.org/wiki/Demographic_transition

Väestökehitys on todentotta syyllinen.

Ahtaalle joutuneet jihadistit käyttävät raskaana olevia naisia ja tyttöjä ihmiskilpinä estääkseen rynnäkön kaupunkiin, kertoo The Daily Mail viitaten sotilasneuvonantajiin.

Isis on läsnä Libyassa enää hallussaan pitämillä Sirten osilla.
