Venäjän ulkoministeriön mukaan Ukraina on Crocus City Hall-iskun takana ynnä kaiken muun pahan. Se vaatii Ukrainaa pidättämään ja luovuttamaan kaikki terroristit ja näihin lukeutuu Ukrainan turvallisuuspalvelun johtaja Vasyl Malyuk.

On Russia's demands on Ukraine under the International Convention for the Suppression of Terrorist Bombings and the International Convention for the Suppression of the Financing of Terrorism​

The bloody terrorist act that took place on March 22 in Krasnogorsk and shocked the whole world is far from the first terrorist attack against our country in recent times. The investigative actions carried out by the Russian competent authorities indicate that the traces of all these crimes lead to Ukraine.

Other barbaric terrorist attacks using explosive devices cost the lives of journalists D.A. Dugina and M.Yu. Fomin (V. Tatarsky), led to the serious injury of the writer E.N. Prilepin and the death of his driver A.I. Shubin, the death of five people as a result of the explosion of the Crimean Bridge, 42 people were injured in an explosion in a cafe in St. Petersburg. Killings and mutilations of civilians, including children, accompanied the raids of the terrorist organization “Russian Volunteer Corps” (RDK).

In this regard, the Russian Ministry of Foreign Affairs conveyed to the Ukrainian authorities demands within the framework of the International Convention for the Suppression of Terrorist Bombings (ICBT) and the International Convention for the Suppression of the Financing of Terrorism (ICFT) for the immediate arrest and extradition of all persons involved in these terrorist attacks.

Among these demands is the arrest of the head of the SBU V. Malyuk, who cynically admitted on March 25 that Ukraine organized the bombing of the Crimean Bridge in October 2022 and revealed details of the organization of other terrorist attacks in the Russian Federation.

The fight against international terrorism is the responsibility of every state. The Russian side demands that the Kyiv regime immediately stop any support for terrorist activities, hand over the perpetrators and compensate the damage caused to the victims. Ukraine's violation of its obligations under anti-terrorism conventions will entail its international legal responsibility.

FSB näköjään Ukraina-höpinöiden lisäksi pyrkii tekemään ihan oikeaakin tutkintaa iskusta. Dagestanissa pidätettiin terroristisolun jäseniä joilta tekijät saivat rahaa ja muuta tukea. Pidätettyjen väitettiin valmistelevan terrori-iskua Kaspiyskissä joka on Makhachalan naapurikaupunki.

This was reported to TASS by the Public Relations Center (PSC) of the FSB of Russia.

“On March 31, the FSB of the Russian Federation in the Republic of Dagestan suppressed the activities of a terrorist cell consisting of four foreign citizens who prepared a terrorist act in Kaspiysk in places of mass gatherings of people,” the COS reported. “It was also established that the detained militants were directly involved in financing and providing terrorist means to the perpetrators terrorist act committed on March 22 in the Crocus City Hall concert hall in Moscow."

As the FSB noted, in Dagestan “criminals conducted reconnaissance of the area, made an improvised explosive device and acquired automatic weapons.” Immediately after the terrorist attack, they intended to leave Russia.

The day before, the National Anti-Terrorism Committee reported that on the night of March 31 in Makhachkala and Kaspiysk, FSB special forces blocked armed persons involved in terrorist activities in several apartments. By morning, three militants were detained and found with automatic weapons, ammunition and a ready-to-use improvised explosive device.

Moskovan terrori-isku | WP: Yhdysvallat oli varoittanut Venäjää etukäteen, että Crocus City Hall on mahdollinen kohde

Tieto asettaa kyseenalaiseen valoon Venäjän väitteet siitä, etteivät muiden maiden varoitukset olleet tarpeeksi tarkkoja siihen, että Venäjä olisi voinut estää terrori-iskun.

YHDYSVALLAT oli varoittanut Venäjää etukäteen, että konserttisali Crocus City Hall on mahdollinen terroristi-iskun kohde, kertovat yhdysvaltalaislehti The Washington Postin anonyymit viranomaislähteet. Varoitus oli WP:n mukaan annettu yli kaksi viikkoa ennen iskua.
 
Venäjän turvallisuusneuvoston puheenjohtaja Nikolai Ptrushev kertoi iskun jälkien johtavan Ukrainan turvallissupalveluihin mutta on laajasti tiedossa että Ukrainan hallinto on täysin Yhdysvaltojen ohjauksessa. Patrushevin mukaan USA perusti ISIS:n, Al-Qaidan ja muut terroristiorganisaatiot.

At the 19th annual meeting of the secretaries of the security councils of the SCO member states in Astana, Patrushev noted that they are trying to impose the version that the terrorist attack was carried out by members of the Afghan branch of the Islamic State banned in the Russian Federation, and not by the Ukrainian authorities.

The Secretary of the Security Council emphasized that it is more important to quickly identify the customers and sponsors of the crime.

“His traces lead to the Ukrainian special services,” Patrushev said, noting that “everyone is well aware” that the Kyiv authorities are “completely controlled by the United States.” Patrushev also said that ISIS, Al-Qaeda (banned in the Russian Federation) and other terrorist organizations were created by Washington. “According to available preliminary information, the walls of the Crocus City Hall auditorium were lined with flammable materials, which could have contributed to the very rapid spread of fire after the arson by terrorists,” the agency’s interlocutor said. He added that, in addition to being highly flammable, these materials are highly toxic when burned and emit large amounts of toxic smoke.

Law enforcement agencies clarified that all information, documents and certificates of compliance are now being studied and analyzed.

Eyewitnesses who escaped from the concert hall said that after the arson, the fire almost instantly spread to almost the entire wall. The lawyer for the victims of the terrorist attack, Igor Trunov, submitted an application to the Investigative Committee with a request to initiate a criminal case against the owners of the complex, since, according to the applicants, the building was not properly equipped with fire protection systems.

Earlier, law enforcement agencies reported that investigators questioned the person responsible for fire safety at Crocus City Hall. In addition, documents related to fire safety, inspections and other supervisory activities were confiscated from the supervisory divisions of the Main Directorate of the Ministry of Emergency Situations in the Moscow Region. Venäjän kansa varmasti ottaa huojentuneena vastaan tiedon että Suuri johtaja on syvästi huolissaan Crocus City Hallin kaltaisista tragedioista, Peskov kertoi Putinin syvistä tunteista. Peskovin mukaan vaikka Putin ei tirauta kyyneleitä se ei tarkoita etteikö johtaja tuntisi tuskaa.

This is stated in a message on the Telegram channel of the RF IC.

The results of an expert study of mobile phones that terrorists tried to destroy provided significant data on the circumstances of the preparation for the terrorist attack. “The data may indicate a connection between the terrorist act committed and the conduct of a special military operation,” the statement said.

According to the investigation, Crocus City Hall was chosen as the target of the attack on the instructions of the curator who led the terrorists’ actions. “On the morning of February 24, 2024, that is, on the anniversary of the start of the special military operation, one of the accomplices, at the direction of the curator, found on Internet resources and sent him screenshots of images of the entrances to the Crocus City Hall building and the access roads to it,” the statement said. The Investigative Committee added that photographs of people in camouflage uniforms with a Ukrainian flag against the backdrop of destroyed houses and a Ukrainian postage stamp with an obscene gesture were also found on the terrorist’s phone.

It is also reported that the Investigative Committee of the Russian Federation is checking the involvement of Ukrainian special services and Islamist terrorists in organizing the terrorist attack in Crocus. “We continue to carry out a set of investigative actions and operational measures to verify the involvement of representatives of the Ukrainian special services and international Islamist terrorist organizations in organizing and financing the terrorist attack,” the Investigative Committee noted.
