Israel’s government suffered a defeat at the hands of the opposition on Monday when it voted down a push to uphold Israeli law in settlements on the occupied West Bank, posing a challenge for the ruling coalition.

In force since Israel’s 1967 occupation of the West Bank, the law, giving settlers there the same rights as citizens in Israel, is automatically ratified by parliament every five years. But two members of the broad coalition, a member of the Arab Ra’am party and a member of the leftist Meretz party, voted at first reading against the bill.

Their rebellion does not for the moment call into question the continuation of Israeli law in the West Bank, but rather the stability of the government led by the prime minister, Naftali Bennett.
 
Air raid sirens sounded for over an hour in parts of Jerusalem and southern Israel on Sunday evening – but bombs never fell, leading some to blame Iran for compromising the alarms.

While the perpetrator remains unclear, Israel's National Cyber Directorate did say in a tweet that it suspected a cyberattack because the air raid sirens activated were municipality-owned public address systems, not Israel Defense Force alarms as originally believed. Sirens also sounded in the Red Sea port town of Eilat.

Netizens on social media and Israeli news sites pointed the finger at Iran, though a diplomatic source interviewed by the Jerusalem Post said there was no certainty Tehran was behind the attack. The source also said Israel faces cyberattacks regularly, and downplayed the significance of the incident.

"There is constant cyber activity against Israel. In terms of Israel working on increasing its cyber resilience, it is not in a bad place," the source commented. "Part of the [state's] multi-year plan is to build a cyber iron dome in cooperation with other nations. The headlines exaggerated about the sirens yesterday.

Still, the Jerusalem Post pointed out, it's another bit of escalation in a cyberwar between the two countries that has gone on for years. This latest case, one analyst told the paper, was likely an attack of opportunity against weak infrastructure that would have the greatest-possible psychological effect on Israelis.

Earlier this year, Israel's government was hit by a series of massive distributed denial-of-service attacks that took its websites offline and led to a state of emergency being declared. Again, Iran hasn't been determined to be the culprit, and Israeli officials said they believed it was retaliation for an earlier alleged Israeli attack on an Iranian nuclear enrichment site.

While the enrichment lab assault is unconfirmed, Israel isn't innocent when it comes to cyberattacks against Iran. The Stuxnet infection that targeted Iranian uranium centrifuges was a joint US-Israeli effort, Obama administration officials confirmed in 2012.
 
The new head of Israel's National Cyber Directorate (INCD) has announced the nation intends to build a "Cyber-Dome" – a national defense system to fend off digital attacks.

Gaby Portnoy, director general of INCD, revealed plans for Cyber-Dome on Tuesday, delivering his first public speech since his appointment to the role in February. Portnoy is a 31-year veteran of the Israeli Defense Forces, which he exited as a brigadier general after also serving as head of operations for the Intelligence Corps, and leading visual intelligence team Unit 9900.

"The Cyber-Dome will elevate national cyber security by implementing new mechanisms in the national cyber perimeter, reducing the harm from cyber attacks at scale," Portnoy told a conference in Tel Aviv. "The Cyber-Dome will also provide tools and services to elevate the protection of the national assets as a whole. The Dome is a new big data, AI, overall approach to proactive defense. It will synchronize nation-level real-time detection, analysis, and mitigation of threats."

Portnoy said the Cyber-Dome is needed because INCD detected and defeated 1,500 cyber-attacks last year alone. The agency even named the dominant source of those attacks.

"Iran has become our dominant rival in cyber, together with Hezbollah and Hamas,” Portnoy declared. "We see them, we know how they work, and we are there. On the other hand, the spectrum also was stretched – to attackers, attack groups, proxies, independent crime organizations, and private people."

That rogues' gallery means Israel thinks it needs extra defences – hence the Cyber-Dome plan.

Although this is not great video, no major impact crater from an airstrike is visible, looks more like smaller damage from a munition such as a rocket. It’s possible the Jabaliya explosion in northern Gaza was from a failed rocket launch. But unclear at this time.
