Ajattelin että asiasta on hyvä keskustella. Ykstyiset armeijat nostavat päätään. USA panostaa näihin jatkuvasti lisää. 2003 jokaista irakissa olevaa USA:n sotilasta kohden oli 1 yksityisen armeijan leivissä, vuonna 2007 yksityisen puolen kirjoilla oli enemmän sotilaita irakissa kun valtiolla oli sotilaita irakissa.

Nykypäivänä jokaisessa sodassa on ns palkkasotilaita.



 
Koska kysyntää on, niin tarjontaa pitää lisätä. Eli tehdään Puolustusvoimista palkkasoturiarmeija (vaikka 300000 ukkoa, joista kolmasosa tehtävässä, kolmasosa lomalla ja kolmasosa kotimaan valmiudessa), jonka palveluksia myydään ympäri maailmaa. Hieman kun joustetaan turhista moraalikoodeista ja etiikasta, niin töitä on taatusti. Samalla saadaan Suomen talous nousuun ja maanpuolustus kohdilleen. Tietysti välillä voi olla ikävää, jos molemmilla puolilla on suomalaisia, mutta sitten voidaan käyttää vaikka paintball-vehkeitä.

Ja ennen kuin joku vetää johtopäätöksiä, niin tämä oli yli 90% sarkasmia.
 
Nii tai jos suomi joutuu sotaan niin palkataa 10t ukkoa vanhalta Black waterilta ;) sarkasmia.

Mutta siis vakavasti puhuen, näinhän se on. Sinänsä palkkasotureitahan on ollut pitkin historiaa, joten sinänsä uusi juttu ei ole kyseessä. Vanha tapa vain nostaa uudestaan päätään. Upseerithan olivat varsin liikkuvaisia puolenvalinnassaan vielä 1800-luvulla. Toisen maailmansodan jälkeen palkkasoturitoimintaa oli (ja on varmaan edelleen) varsin reilusti Afrikassa. Heikko tai olematon hallinto yhdistettynä valtaviin luonnonvaroihin on sinänsä helppo yhdistelmä. Palkkasotilaat ovat valtioille sinänsä helppo ratkaisu, sillä omia joukkoja ei tarvitse vaarantaa ja tarvittaessa joukko voidaan hylätä jopa toiminta-alueelle, jos tilanne niin vaatii. Vähänkin moraalisesti arveluttavat operaatiot on näppärä sälyttää palkkasotureille, sillä jäljet on helppo peittää.

Nykymeiningillä palkkasotureiksi halukkaita tulee olemaan aika paljon. Sotilaskoulutuksen ja -kokemuksen saaneita on jo nyt länsimaissakin varsin paljon ja jos otetaan huomioon jenkkien suunnitellut armeijan henkilöstöleikkaukset, niin markkinoilla tulee olemaan aika paljon potentiaalisia ehdokkaita. Osa jatkaa seikkailunhalusta ja adrenaliinivajeissaan, osa ei pääse henkisesti irti sotimisesta ja osalla ei ole mitään muutakaan koulutusta.
 
Nämä yksityisarmeijat ovat käteviä tekemään likaiset hommat joihin ei viitsi laittaa kansallisarmeijan ukkoja. Armeija välttyy ikävältä huomiolta kun voidaan kaataa syy jonkun firman nimiin. Firma voi sitten vaihtaa välillä nimeään kuten Blacwater >> Xe services LLC >> Academi. Ilmeisesti noihin päätyy erilaisia höyrypäitä jotka on potkittu pois armeijasta ja jälki on sen mukaista.

Nopean verkkohaun perusteella Mark Thatcher ei ole käynyt Sandhurstia tai muutoinkaan palvellut asevoimissa.

"palkka-armeijoissa" on vähintäänkin värikästä väkeä. Aivan spedejä ja sitten todella maltillisia huippu-ukkoja.
 
Onhan noita suomalaisiakin palkkasotilaita ollut ja on maailmalla. itse en ihan ymmärrä tuota etiikan perään itkemista moraalin kylläkin. Jos en olisi perheellinen ihminen, nii en pitäisi mahdottomana ajatuksena tarjota osaamistani kohtuullista hintaa vastaan jollekki yhtiölle. Mutta kuitenkin rahasta sotiminen ei sovi perheelliselle, jos oikein kellekkään. Se mikä itseäni eniten kiinnostaa on se että millä firmoilla suomalaisia on listoilla? Onko täällä tarkempaa tietoa?
 
Kaikki sotakoneetkin on jo myynnissä Voit ostaa taisteluhelikopterin ja siihen lentäjän. Ei ole ongelma. Joskus oli ihan suomenkin lehdissä hinnat kaikille.
Jotain kertoo sekin, kun ilmataistelukokemuksia eri konetyypeillä ei nykyisin oikein ole. Paitsi afrikasta missä kahden valtion välisessä sodassa esimerkkinä nyt vaikka su-27 otti yhteen mig-29:n kanssa. Molempia lensi venäläiset palkkasotilaat.

Tuo yhtiöityminen on vaarallista. Se on tulevaisuudenkuva josta ollaan luettu scifikirjoista ja elokuvista. Jos on suuri palkkasotilaita tarjoava yhtiö se tarkoittaa että ne on usein myös ostettavissa. Joten suuret globaalit konsernit jotka omistavat jo öljy-yhtiöt ja ruokatehtaat ja kaiken tulevat jossain vaiheessa ostamaan myös suuret sotilasyhtiöt. Mitäs sitten tapahtuu? Sitä kehitystä sata vuotta ja valtioilla on haastaja.

(Toki monilla firmoilla on suosikkeja rekrytoinnin osalta. Esimerkikisi Triple Canopy suosii Delta ja Ranger taustaisia, kun taas Blackwater (ja sen uudet tulemiset) suosii SEAL ja USMC taustaa. Brittiläisissä firmoissa taas tausta kansainyhteisön armeijoista on hyvä ponnahduslauta.)

Muutenkin nuo markkinat on aika kyllästetyt ja palkkaus ei todellakaan ole sitä mitä se oli "pulse and passport" kaudella. Maailmasta löytyy vaikka kuinka paljon työttömiä sotilaita ja pelkästään perustason osaamista tai palveluita tarjoamalla ei kovin kummoisiin rahoihin pääse käsiksi.

No muutamia suomalaisia yrittäjiä lukuunottamatta, ei kukaan erityisesti palkkaa suomalaisia.

Muutenkin jos ei valmis työskentelemään esim. puolalaisten , serbien, nepalilaisten tai vaikka ukrainan venäläisten kanssa niin kannatta koko homma unohtaa. Suomalaisuus tai suomen asevoimissa palveleminen ei tarjoa mitään sellaista minkä takia kukaan olisi valmis palkkaamaan. 95 % todennäköisyydellä olet porukan ainoa suomalainen ja sinua tullaan arvostamaan vain paikanpäällä osoitetun osaamisen vuoksi.

Ei varmasti perustason osaamisella pitkälle mennä, muta mielenkiintoista olisi tietää "oma hinta". Uskon että lääkintäalan ammmattilaiselle töitä löytys...

No sitten varmaan kannattaa miettiä, että minkä järjestelmän mukaiset koulutukset sulla on! Esimerkiksi amerikkalaiset varmasti palkkaa mielummin niitä tyyppejä joilla on US - järjestelmään sopivat paramedic pätevyydet.

Kannattaa nyt kuitenkin olla realistinen. Esimerkiksi AUK + palomies/sairaankuljettajan koulutus on monen rekrytoijan mielestä pelkkää noobie tasoa. Noin esimerkin vuoksi markkinoilla on entisiä GROMin erikoisjoukkosotilaita. GROMin "medicit" on lääkäreitä joilla erikoisjoukkokoulutus ja vielä kokemusta Afganistanista ja Irakista!

Muutenkin kannattaa miettiä sitä omaa ekologista lokeroa aika tarkoin. Esimerkiksi jenkeillä on paljon sellaista porukkaa joka pystyy tekemään static tai PSD hommia (esim. entistä mariinia joilla on kokemusta alueelta ja jotka juoksee coopperit kiuaskivet repussa ja takaperin). Sen sijaan vähemmän löytyy sellaisia tyyppejä jotka puhuu paikallisia kieliä ja pystyy esim. kouluttamaan turvahommia paikallisille.

Ja jos palkkatasot kiinnostaa niin erään suomessa toimivan firman sivulla on suora linkki jossa tarjotaan töitä kyseisen firman Afganistanin osastolta. Sieltä löytyy niin turvamiesten kuin medikkien palkat ja edut.

Kohtalaisen vaikea päästä,
En tarkoita että olisi suomalaisena mahdoton päästä yksityiselle puolelle mutta vaikeaa. Pitäisi tod.näk aloittaa ukrainasta foregin porukasta missä palvella 1-2v sitten päästävä jonnekin europe academyyn koulutukseen mikä maksaa sitten ihan kunnon rahaa. Sitten löytää viellä porukka mikä luistaa noista ehdoista. Tässä on myös sitten se että miten esim USA katsoo tuota haettua sotakokemusta. Monesti usan kautta tekevät turvallisuus selvityksen.

PSO Staff Trainer
Location: Various Africa Locations

DUTIES AND RESPONSIBILITIES:

PSO Staff Trainers will instruct and supervise PKO unit staff operations training in African for African company, battalion and brigade sized units deploying to PKOs. Staff Operations training shall focus on operations center organization and operations, staff functions, Intelligence Preparation of the Area of Operations (IPAO), and the Military Decision Making Process (MDMP). PSO Staff Trainers shall be responsible for ensuring development of POIs, lesson plans, and training support packages for collective training shall be carried out as noted in each ACOTA Program Office (APO) task order. Training shall support the preparation of partner country battalions and brigades for deployments to and sustained operations in multinational peacekeeping operations in Africa by training African commanders and staffs in PSO command and staff operations skills and procedures. Staff Trainers shall ensure all training scenarios are based on the most current mission area information from Areas of Operation that African PKO battalions and brigades will deploy to. Training will involve classroom instruction, Peace Support Operation (PSO) Command Post Exercises, and Computer Assisted Command Post Exercise. All classes shall be taught in the training language of the Host Nation Military.

Education and experience: The PSO Staff Trainer shall have the following education, experience, and military background unless otherwise approved in advance by the Contracting Officer Representative: The Senior PSO Staff Trainer shall have a unique blend of skills, experience, and knowledge that will allow that individual to best support the goals and tasks of the ACOTA Program. Minimum of five (5) years of U.S. military operations and training experience required. The Senior PSO Staff Trainer should be a subject matter expert in at least one Combat Arms, Combat Service, or Combat Service Support U.S. Military Occupational Specialty, Branch, or Functional Area. Staff experience at battalion or brigade level is required. Any combination of training, experience, and/or education equivalent to completion of college course work leading to an advanced degree, preferred. Familiar with standard military training concepts, practices, and procedures. Preferably an individual with recent U.S. Military combat and/or PKO experience at the 0-4, O-5, or O-6 level who has completed U.S. Military Education Command and General Staff College or equivalent. Recent OIF/OEF experiences desired.

Background

UNDP Afghanistan Mission statement
UNDP supports stabilization, state building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund, which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmes have taken place nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Mission in Afghanistan and the UN system as a whole to maximize the impact of its development efforts on the ground.
Organizational Context
The Security Gap Project was a UNDP led capacity building effort, designed to develop and create a sustainable security force within the Ministry of Interior (MOI), Government of Afghanistan to sufficiently protect United Nations (UN) facilities, staff and assets in Afghanistan. The MOI assigned the Directorate for the Protection of International Institutions (DPII) to the United Nations (UN) in Afghanistan as a dedicated force for the UN based primarily in Central Region.
The Security Gap Project concluded late 2013 and under an MOU, the MOI in accordance with the UN Country SRA, established the Directorate for Protection & Security (DPS) and outlined plans for further deployment of DPS in other parts of the country solely for the protection of the UN. DPS is now deployed in several regions and further deployment to other regions is expected to proceed further in line with the existing MOU.
It is expected that the Security Project Specialist (DPS/MOI) would work very closely with UNAMA and the UN Country Team (UNCT), providing technical expertise and support to the now in place DPS that is a part of the Afghan Ministry of Interior (MOI).
The Security Project Specialist (DPS/MOI) position also enables the UNSMS in Afghanistan to have a dedicated manager to assist the UNSMS, through the office of the Chief Security Adviser (CSA), to coordinate and implement the DPS elements IAW with this Project’s Key Results.
Under guidance from the CSA, the Security Project Specialist (DPS/MOI) is the Point of Contact (POC) for the continued deployment of DPS country wide and related operational, training and administrative issues.
In addition, the incumbent is expected to work in close collaboration with the Management Support and Business Development, Operations team in the CO, Program staff in other UN Agencies, UNDP HQs staff, Government officials, technical advisors and experts to successfully implement the deployment of the DPS in all regions in Afghanistan. Further detailed administrative guidelines are contained in an Administrative MOU which guides such requirements.
The MOI POC for the DPS is a Brigadier-General who is the commander of DPS. The commander is involved an all management and deployment functions of the force and is expected to be communicating with the DPS Security Project Specialist (DPS SPS) regularly.
Furthermore, the DPS SPS must communicate with UNAMA and AFP Security Officers / Field Security Advisors at the professional constantly whilst also providing briefings to the Security Management Team (SMT) meetings and UNCT as required. Although not a financial manager, the DPS SPS is required to monitor the DPS budget implementation to ensure efficient measures remain in place.

  • Provide leadership through identification of key policy issues and formulation of best practices in concert with the DPS commander, the CSA and his Staff, and the UNDP FSS;

Provision of policy advice and guidance:

  • Provide overall policy advice to the implementation of the DPS Project, in collaboration with the relevant UN senior management, on how to strengthen the role of DPS in the protection of the UN system and wider humanitarian community;
  • Recommend amendments and revisions to existing DPS policies and procedures to enhance the ability of the Host Government, through DPS and MOI hierarchy, to meet those expected and developing levels of protection to the UN system;
  • Participate in operational planning of activities and ensure consistency with identified priorities and creative responses to emerging challenges and opportunities.
Capacity development and training:

  • Oversight, guidance and advisory services to DPS to ensure applicability and implementation of required training programs and quality control to the operationalization of training at each location;
  • Prepare capacity development plan for the dedicated DPS taking into consideration the needs of the UN system;
  • Promote the capacity development approach developed by UNDP and implement transfer of know-how through a series of training and learning events;
  • Document the experience of capacity development initiatives and amend relevant policies and procedures accordingly;
  • Monitor the achievements of capacity development initiatives and ensure follow-up support;
  • Develop and implement, in coordination with the DPS commander, training and assessment sessions for the DPS officers and the deployment of their equipment under simulated conflict conditions.
Coordination, Cooperation and Reporting:

  • Ensure efficient coordination and operational cooperation between the UN system and DPS;
  • Identify opportunities to enhance team-work within the project and coordination with counterparts;
  • In cooperation with DPS assist with operational integration/administrative installation of the body with regional FSCO and UN entities;
  • Visit all DPS sites regularly to ensure the required level of coordination and implementation on the ground.

  • Previous experience in managing specialized security services, diplomatic protection activities or dynamic physical security operations in the context of serving international community clients or the UN system is essential;
  • Knowledge and understanding of theories, concepts and approaches relevant to democratic policing, good knowledge of the conditions prevailing in Afghanistan and the region, with the ability to appraise and evaluate the implications of security, political, economic, developmental, cultural and historical sensitivities.
  • Previous experience within the UN system would be an advantage
Language:

  • Fluency in English, written and spoken is mandatory
  • An ability to communicate in Dari and/or Pashto is desirable

Nämä yksityisarmeijat ovat käteviä tekemään likaiset hommat joihin ei viitsi laittaa kansallisarmeijan ukkoja. Armeija välttyy ikävältä huomiolta kun voidaan kaataa syy jonkun firman nimiin.

Ulkoistaminen toimii alalla kuin alalla, niin myös sotahommissa. Tosiaankin, sellainen likainen työ on sopivaa antaa ulkoiselle toimijalle, mikä tapahduttuaan voisi olla valtiolle hankalaa käsiteltävää kansainvälisillä poliittisilla foorumeilla. Blackwater oli ehkä liikaa sidoksissa USA:n armeijaan. Oman käsitykseni mukaan nimenomaan niiden sotkujen takia firma joutui negatiiviseen valoon ja nimen muuttaminen lopulta Academiksi oli tarpeen.
En ole sittemin seurannut firman toimialueita, mutta kai entisestä metelistä jotain on opittu.
Briteillä oli jossain vaiheessa entisistä SAS-hemmoista koottu yritys Keeny Meeny Services.....mahtaako nykyään toimia jollain toisella nimellä?

Enivei, ulkoistettu järjestely on tarpeen kun valtio haluaa pitää itsensä ulkona tapahtumista poliittisella foorumilla. Voidaankin kysyä mikäs järjestely Venäjällä sitten on kyseessä koska ilmeisesti mikään yritys ei ole se joka toimii Itä-Ukrainassa? Ehkä venäläisten malli on vielä pidemmälle viety ulkoistus, kun edes ketään selkeää toimijaa ei saa nalkkiin. Kuten tiedämme "Venäjän valtion armeijahan ei ole Itä-Ukrainassa".....virallisesti.
