China is supplying weapons to Russia, President Volodymyr Zelensky said on April 17, days after Ukrainian soldiers captured Chinese nationals fighting for Russia's army.

"Today, we have general information from the Security Service (of Ukraine), from intelligence about gunpowder, artillery," Zelensky said during a briefing in Kyiv.

"I think we will be able to say in detail next week that we believe that Chinese representatives are engaged in the production of some weapons on the territory of Russia," he added.

Zelensky's statement marks Kyiv's first confirmation that Beijing supports Russia's war effort by providing weapons. Iran and North Korea are two other allies of Moscow that supply Russia with arms.

Multiple reports have previously suggested that China sends weapons to Russia amid Moscow's all-out war against Ukraine, but Beijing denied this. In the summer of 2024, Zelensky said that China confirmed it wouldn't provide Russia with arms.

Beijing has officially positioned itself as neutral toward Russia's war against Ukraine but has simultaneously deepened economic ties with Moscow and backed Russia against Western sanctions. China has also shaped up to be Russia's leading source of dual-use goods that feed the Russian defense industry.

Earlier this month, two Chinese citizens were captured by Ukrainian soldiers while fighting in the Russian army ranks against Ukraine in Donetsk Oblast. Later, Zelensky said that at least "several hundred" Chinese nationals are fighting on Russia's side in Ukraine.

One of the captured soldiers claimed he had paid 300,000 rubles (roughly $3,500) to a middleman in China to join the Russian military in exchange for the promise of citizenship, the press service of a Ukrainian military unit told the online newspaper Ukrainska Pravda earlier in the day.

Beijing has denied any direct involvement in the war and said it has appealed to its citizens to stay away from armed conflicts.

1. To implement the decision of the National Security and Defense Council of Ukraine dated April 18, 2025 “On the application of personal special economic and other restrictive measures (sanctions)” (attached).

2. Control over the implementation of the decision of the National Security and Defense Council of Ukraine, put into effect by this Decree, shall be entrusted to the Secretary of the National Security and Defense Council of Ukraine.

In accordance with Article 5 of the Law of Ukraine “On Sanctions”, the National Security and Defense Council of Ukraine decided :

1. Support the proposals made by the Security Service of Ukraine regarding the application of personal special economic and other restrictive measures (sanctions).

2. Apply personal special economic and other restrictive measures (sanctions) to:

1) individuals in accordance with Appendix 1;

2) legal entities according to Appendix 2.

3. The Cabinet of Ministers of Ukraine and the Security Service of Ukraine, together with the National Bank of Ukraine and the Commission for State Awards and Heraldry under the President of Ukraine, shall ensure the implementation and monitoring of the effectiveness of personal special economic and other restrictive measures (sanctions) provided for in paragraph 2 of this decision.

4. The Ministry of Foreign Affairs of Ukraine shall inform the competent authorities of the European Union, the United States of America and other states about the application of sanctions and raise with them the issue of introducing similar restrictive measures.

Ukraine has imposed sanctions against three Chinese companies after it became known about the supply of Chinese weapons to Russia.
This is reported by RBC-Ukraine with reference to the relevant decree of the President of Ukraine Volodymyr Zelensky.

According to the decree of the Ukrainian head of state, sanctions were imposed against:

  • Beijing Aviation And Aerospace Xianghui Technology Co. Ltd. This company exports and imports products related to aerospace technology. The company supplies Russia with carbon fiber (needed to create aircraft bodies, drones and missiles, it is also used in the production of armor and parts of equipment, small arms) and electronic components;
  • Zhongfu Shenying Carbon Fiber Xining Co. Ltd. One of China's leading manufacturers of high-performance carbon fiber;
  • Rui Jin Machinery Co. Ltd. Chinese manufacturer of various packaging machines.

As stated in the decree, the Ministry of Foreign Affairs was instructed to discuss the possibility of introducing similar sanctions with the competent authorities of the European Union, the United States, and other states.

Chinese arms supplies to Russia​

Recall, yesterday, April 17, Ukrainian President Volodymyr Zelensky said that China is helping Russia with weapons . In particular, there is information about the supply of gunpowder and artillery.

Also, according to the head of state, representatives of the PRC are engaged in weapons production on the territory of Russia.

11) complete or partial prohibition of transactions in securities, the issuers of which are persons to whom sanctions have been applied in accordance with this Law (complete prohibition);

12) prohibition of increasing the size of the authorized capital of business associations, enterprises in which a resident of a foreign state, a foreign state, a legal entity with a non-resident or a foreign state as a participant owns 10 percent or more of the authorized capital or has an influence on the management of the legal entity or its activities;

I see several things happening in Ukraine right now:

1: Ukraine has pivoted to a drone based defense. Most of the gains you see Russia making right now are coming as a result of one of two things. A: Inferior Ukrainian drone units or B: Overwhelming Numerical Superiority.

When I say an inferior drone unit, I do not mean the pilots are bad, or even necessarily that their construction is bad. It could be as simple as not having access to enough drones, or not having enough pilots. I simply mean the unit isn’t strong enough for the task.

Where we see the strongest drone units, we see Russia struggling to advance, Usually only advancing with extreme numerical superiority and enormous casualties.

The drone based defense relies on fewer people to defend a stretch of area, which plays into Ukraine’s needs. It requires more people to attack an area, which also plays into Ukraine’s needs. But it also makes a more brittle front line.

Once Russians break through the defense, Ukraine doesn’t have many forces available to push Russia back out. They simply lack the infantry. In the short term, it means incremental Russian advances. In the long term, I do not think it matters in any real way.

2: Russian armor is gradually becoming more scarce. Russia often launches large attacks the moment they rotate into a new area. We’ve seen this over the past few days. But afterwards they typically resort back to light infantry tactics, which we already see.

The armored pushes are becoming less and less intense over time. Fewer vehicles, fewer attacks, more losses. Russia still has the ability to do medium sized armor pushes. Meaning 15-20 vehicles attacking at a time. Maybe even more if they really are dedicated.

But they are not able to do 15-20 per day day after day after day. It is more of a 1 or 2 time thing followed by motorcycles and assault ladas.

3: Ukraine is developing more and more weapons capable of reaching deeper into the Russian rear. We’re talking 30,40,50,60km behind the front. These areas are increasingly becoming targets, and the more frequently this happens the more strained Russia will be.

Imagine the logistical nightmare of having to keep your resources 80km back. The number of trucks needed will skyrocket, but also the roads will fill with destroyed vehicles. What we see now where roads are clogged with wrecks in the final 10-20km will expand to 30-40km.

Drones are changing war. They will not stop changing war. Anyone who fails to accept this is utterly doomed.

4: Ukraine is becoming increasingly self sufficient over time. Yes, they will retain need for air defense missiles in particular. But homemade drones, armor, and artillery platforms are reducing reliance on foreign aid packages. Although the packages are obviously needed.

On the flip side, Russia is becoming increasingly reliant on foreign aid. Now the majority of Russian munitions come from abroad. They rely on foreign made artillery systems, foreign made missiles, and foreign made computers and other such parts.

This fact is being lost on many, who are stuck in a rut believing Ukraine is completely dependent. Obviously, Ukraine requires help in many ways, but they are on a positive trajectory. Russia is on the negative trajectory.

Ukraine has significantly ramped up weapons manufacturing over the past year and is using domestically produced ballistic and cruise missiles every month, the country’s Minister for Strategic Industries said.

At a briefing marking Ukraine’s Gunsmith Day, Strategic Industries Minister Herman Smetanin said the country increased cruise missile production eightfold in 2024 compared to the previous year. He highlighted the progress since 2022, when Ukraine was only able to manufacture a single type of cruise missile, the Neptune.

“Last year, we introduced many new models, allowing us to grow production eightfold compared to 2023,” Smetanin said.

Ukraine has also more than doubled its production of long-range drones in 2024 compared to the previous year, which is a 22-fold increase compared to 2022. In total, 324 new types of weapons were developed in Ukraine by the end of 2024.

Smetanin said Ukraine produced $9 billion worth of arms in 2024, and the defense industry is on track to nearly quadruple that amount by the end of 2025. “We already foresee growth this year,” he said. “By the end of 2025, we will have the capacity to produce $35 billion worth of military equipment domestically.”

President’s Advisor Oleksandr Kamyshin added that Ukraine can now supply its armed forces with nearly the full range of necessary military goods.

“Today, according to various estimates, 30% to 40% of what our troops use on the front lines is made in Ukraine,” Kamyshin said. “It’s not only about war — it’s about our economy. As of last year, defense manufacturing made up a significant share of our GDP. After our victory, I’m confident we’ll be exporting Ukrainian-made weapons to the world.”

Ukraine has been rapidly developing its domestic arms industry since Russia’s full-scale invasion in February 2022. In December 2024, President Volodymyr Zelensky said the country aims to produce 30,000 long-range drones and 3,000 missiles. As of November 2024, Ukraine had produced its first 100 domestically made missiles.

Ukraine has also turned to local production to address battlefield shortages and reduce dependency on foreign supplies, including new domestic artillery contracts.
