Homes acquired with “dirty money” in the richest parts of London could be seized and turned into affordable housing under plans to crack down on oligarchs using Belgravia, Knightsbridge and Mayfair “to rinse their money”.

Labour-controlled Westminster city council is examining the use of compulsory purchase orders in extreme cases where it finds properties are not being used for their stated purpose, as part of a push to “combat the capital’s reputation as the European centre for money laundering”.

The plan faces obstacles including a lack of transparency over property ownership and a shortage of checks on the registration of companies, but the council is threatening to use seized homes to help reduce the waiting list for affordable housing of 4,000 households.

The number of properties in Westminster registered to owners in Jersey and Russia has risen by 300% and 1,200% respectively since 2010.

The council is exploring the use of a compulsory purchase order against a property registered in Seychelles, the owner of which has run up significant council tax arrears.

Bridget Brink, the US ambassador to Ukraine, said that Russia has shown weakness by announcing a mobilisation of its military reserves and setting out referenda in Russia-occupied territories in Ukraine, Reuters reports.

“Sham referenda and mobilisation are signs of weakness, of Russian failure,” Brink said on Twitter. “The United States will never recognise Russia’s claim to purportedly annexed Ukrainian territory.”
The UK’s defence secretary Ben Wallace has issued a statement in response to Vladimir Putin’s address this morning. The Conservative minister said:

President Putin’s breaking of his own promises not to mobilise parts of the population and the illegal annexation of parts of Ukraine are an admission that his invasion is failing.

He and his defence minister have sent tens of thousands of their own citizens to their deaths, ill-equipped and badly led..

No amount of threats and propaganda can hide the fact that Ukraine is winning this war, the international community are united and Russia is becoming a global pariah.
The Czech prime minister, Petr Fiala, has tweeted to say:

The partial mobilisation announced by Vladimir Putin is an attempt to further escalate the war launched by Russia in Ukraine and further proof that Russia is the only aggressor. Aid to Ukraine is needed and we must continue to do so in our own interest.
China’s foreign ministry has urged all parties to engage in dialogue and consultation and find a way to address the security concerns of all parties after Russian president Vladimir Putin warned the west over what he described as “nuclear blackmail”.

Reuters reports Chinese foreign ministry spokesperson Wang Wenbin said China’s position on Ukraine is consistent and clear at a regular media briefing.
The RIA Novosti news agency in Russia is carrying a small snippet of defence minister Sergei Shoigu’s separate speech about the Russian partial mobilisation that Vladimir Putin has announced. It reports Shoigu explained “mobilisation is necessary to control the 1,000km line of contact, as well as the liberated territories”.
 
Erään ryssätelegrammin mukaan Putinin ja Shoigun puheissa mainitseman mobilisaation piiriin kuuluu yhteensä 25 miljoonaa ihmistä (armeijan käynyt + 18-65 ikähaarukka).

Joe Biden will use his speech at the United Nations on Wednesday to rally the world to stand firm in the face of Russian plans to hold referendums in occupied parts of Ukraine and possibly introduce widespread conscription, which the US described as signs of desperation unlikely to halt Ukrainian military gains.

Biden will seek the broadest possible support for Ukrainian resistance at the UN general assembly (UNGA) by depicting it as a direct violation of the UN’s founding charter, and will make new announcements about the US funding of measures to address global food insecurity, caused in part by the Russian invasion, which has threatened developing countries with famine.
Speaking in New York, on the margins of the UNGA summit, the US secretary of state, Antony Blinken said: “None of this – the sham referenda, the potential mobilisation of additional forces – is a sign of strength. On the contrary, it’s a sign of weakness. It’s the sign of Russian failure.”
Biden and Zelenskiy will seek to present the Russian invasion as a direct affront to everything the UN stands for. They will make their speeches as reports of mass graves filter in from the formerly Russian-occupied town of Izium, and after the Russian state Duma passed new amendments to the legal code that directly refer to “mobilisation” and “martial law”, and introduce criminal liability for desertion or wilful surrender during that period.

Sullivan said that the US would never accept the claimed results of such “sham referenda”. On possible conscription plans, he said Vladimir Putin “may be resorting to partial mobilisation, forcing even more Russians to go fight his brutal war in Ukraine”. However, he did not think it would turn the military tide, which has shifted in Kyiv’s favour in recent days.

“In terms of Russia being able to put more troops onto the battlefield, obviously, that will have an impact on the battlefield equation, but we do not believe at this point that it will undermine Ukraine’s ability to effectively repel Russian aggression and to continue making gains,” Sullivan said.
“There’s one problem,” wrote Ekaterina Schulmann, a political analyst. “The administrative side of adding new territory takes time, mobilising and integrating mobilised troops takes time, and they’re assuming the opposing side is going to stop and wait – evidently, out of respect for the Russian legislative process.”
