Taisi kuulla madonluvut joltain läntiseltä suurvallalta. Ficollahan on väitetty mm. olevan yhteyksiä Italian mafiaan ja Slovakian järjestäytyneeseen rikollisuuteen, ja veikkaan useamman maan tiedusteluelinten olleen kiinnostunut tästä ja heillä mahdollisesti olevan jotain tietoa. Kyllä kompromatia osataan lännessäkin käyttää, jos se on tarpeen.

The year 2024 began with utility failures in different cities of Russia. The most notorious cases occurred in the Moscow region, where thousands of residents were left without heat, went out to protests and even lit fires in the yard to attract the attention of the authorities. According to the RTVI publication as of January 10, heat outages affected about 30 regions. In Novosibirsk, two major utility accidents occurred in a week and a half : the first left more than 237 objects without heating, and as a result of the second, more than 160 objects were left without heat.
Bursts in utility networks also occurred in Tomsk in January. So, on January 18, an accident occurred on the water supply networks on Elizarov Street (they were repaired in a few hours). On January 22, it became known that cold water was turned off in houses on 27 streets due to a gust; it should be eliminated by Monday evening.
Compared to the data for 2017, the situation has improved for water supply networks: then wear was 91%, now it is 77%. The condition of sewerage and heating networks has become worse: the level of wear and tear in sewerage has increased from 68 to 87%, and in heat supply - from 78 to 88%. Regarding electrical networks, a representative of the mayor’s office said for several years that in this area “the situation is improving every year” due to new microdistricts.
The mayor's office previously noted that 10 kilometers of heating networks are repaired in Tomsk every year, but twice as much is needed. The forecast is disappointing: according to experts, every year the situation with heating networks in the city will worsen.
“In 2023, 1,975 meters of dilapidated networks that were in municipal ownership after remote heating units were repaired. This made it possible to increase the reliability of heat supply in 175 apartment buildings,” the administration added.
In 2024, the city will allocate 30 million rubles for the repair of remote heating units. Work will begin with the start of the repair campaign.
Last fall, acting Deputy Mayor - Head of the Department of Municipal Affairs Dmitry Putrov said that the city plans to spend 4.4 billion rubles on the development of municipal infrastructure until 2030, including the construction of networks, the reconstruction of storm sewers, and the construction of heat supply sources.
As the mayor's office explained, 4.4 billion rubles is the total amount required for construction. This amount of funds is not included in the budget. In 2024, it is planned to pay for technological connection to centralized consumer networks that are connected to the boiler house of the former Krasnaya Zvezda factory. 30 million rubles have been allocated for this.
The main supplier of heating and hot water supply services in the city is JSC TomskRTS (formerly OJSC TGC-11). The company is engaged in the repair of heating networks in the city (the networks are leased). According to the latest data from the organization, over five years the number of detected defects has increased by 55%. This is due to the aging of the city’s heating networks. TomskRTS is part of PJSC Inter RAO. The Chairman of the Board of Inter RAO is Boris Kovalchuk, the son of the main shareholder of Rossiya Bank, Yuri Kovalchuk.
The supplier of electrical energy in Tomsk is Tomskenergosbyt JSC (part of PJSC Inter RAO), but the installation and operation of city electrical networks is carried out by Gorseti LLC. 51% of the authorized capital of Gorseti belongs to General Director Vladimir Reznikov. In 2022, the company won an auction to organize lighting in Tomsk in 2023-2024 in the amount of 554 million rubles.
