Norway increasing its defense budget 7%
From Gerard O'Dwyer, Defense News: The Norwegian government’s white paper on long-term defense spending underscores the need to improve the armed forces’ operational capability through a combination of measures, including increasing spending on defense; the recruitment of more military personnel; and modernizing fighter, naval and rapid-mobilization land force capabilities.
The white paper, announced on March 23, specifically covers the military’s annual defense spending needs from 2013 to 2016. A large segment of the proposed annual 7 percent increase in the defense budget over those four years will be consumed by the F-35 acquisition program. Norway has allocated $7 billion to the defense budget in 2012. The 7 percent increase in the defense budget is set to take effect in 2013.
The plan also flags the Ministry of Defense’s (MoD) wish to accelerate the F-35 Lightning II procurement schedule, which is based on a purchase of 52 aircraft, including four trainers. The MoD’s proposal to accelerate the timetable for procurement of new F-35 aircraft would bring delivery of the main body of aircraft forward by one year to 2017, while the final procurement year is likely to be extended to 2023 or 2024. Moreover, the MoD is considering moving the target date for two of the four trainer aircraft from 2016 to 2015.
The MoD, under a related plan, has proposed that the new F-35s operate from a main base at Orland in central Norway, with a smaller forward operating base at Evenes in northern Norway, deep inside the Arctic High North.

Norway's Red-Green government increased the defense budget by seven percent and among investments include 52 American F-35 aircraft as part shall be based near Kiruna, more home defense and a more "arctic" profile.
The larger defense budget allows, among other things, a new Norwegian main airbase in Ørland, outside Trondheim, and a smaller base in Evenes, located just north of Narvik and the airport is situated six mil from Kiruna. How many of the 52 copies of the F-35 Lightning II will be based on Evenes is unclear, but the Norwegian NRK adopts four to six storeys.
In other respects, the Norwegian media reports that northern Norwegian Troms (above Narvik) with a whole new battalion . Apparently the man in Troms invest in a mix of professional soldiers and conscripts and a more arctic profile meaning more snowmobiles and sixwheeled.
It is clear also that the Norwegian Home Guard had asked to be 2000 soldiers and increasing exercise activity.

** More professional soldiers - and their own "Arctic Battalion"
The army is reinforced by the Armoured Battalion of Setermoen and Telemark Battalion at Rena will continue as mechanized battalions. National Guard, according to the plan will be continued with the same district structure and about the same number of soldiers today. The core becomes a force of 3,000 soldiers. But all must be according to the plan to prepare for more exercises

Have benefited from one billion investment, and almost complete replacement of the fleet in recent years. No major changes planned for the next few years
** Increased cooperation with the police and civilians
It is working with a new mandate for how the military will work better with civilian actors, although it remains to be clearly defined. Among other things, the Garden could be a resource for the police in Oslo, and not just drive by a palace guard
