is preparing its Punggye-ri nuclear test site for international inspectors, according to South Korea’s National Intelligence Service, the first time foreign experts would be allowed to inspect facilities since a thaw in tensions this year.

Intelligence officials had observed what they believed to be preparations for possible inspections at Punggye-ri nuclear test site and the Sohae Satellite launching ground, Kim Min-ki of the ruling Democratic Party told reporters, according to Yonhap news agency.

The South’s national intelligence service observed North Koreans “conducting preparation and intelligence activities that seem to be in preparation for [a] foreign inspectors’ visit”, the politician added.

To call this a "deception" is deeply misleading. Kim Jong Un publicly stated that North Korea would shift to the mass producing nuclear weapons in 2018. These bases and their missiles are well-known, long-standing and have never been offered for dismantlement by the DPRK.

This is precisely why I have opposed Trump's incompetent diplomacy. It is designed to fail but, like everything else in Trump's charmed life, when it does fail he will shift the blame by claiming Kim deceived him. But it is Trump, not Kim, who has deceived us (and himself).

The commander of US forces in South Korea has said he has seen “little to no verifiable change” in North Korea’s military capabilities, just weeks away from a second summit between Donald Trump and regime leader Kim Jong-un.

General Robert Abrams, the new head of US Forces Korea, said last year’s summit between the two leaders had helped reduce tensions on the Korean peninsula, but had not led to substantive changes.

North Korea’s leader, Kim Jong-un, must make a “meaningful” gesture if he wants to see sanctions lifted, Donald Trump said on Wednesday ahead of a second summit between the two men scheduled for next week.

“The sanctions are on in full. I haven’t taken sanctions off,” Trump told reporters at the White House.

“I’d love to be able to, but in order to do that, we have to do something that’s meaningful on the other side.”

has issued an international appeal for help to combat food shortages after drought and floods led to a poor harvest, worsening the impact of UN sanctions.

Pyongyang has told the United Nations that it is facing a shortfall of 1.4 million tons in food production this year, including crops of rice, wheat, potato and soybean.

The UN estimates that 10.3 million people – almost half of North Korea’s population – are in need of food due to a sharp drop in crop production. It estimates that 40% of people in the country are undernourished.

Donald Trump and his most senior diplomat moved on Sunday to lower expectations for this week’s summit with North Korea, having previously overstated their progress in blocking its pursuit of a nuclear weapon.

The president and secretary of state Mike Pompeo struck a more realistic tone as Trump and North Korean premier Kim Jong-un prepared to meet for a second time amid no sign of concessions from Pyongyang.

Trump said in a tweet he expected “a continuation of the progress” made at their first summit last year, adding simply: “Denuclearization?” He later said North Korea could become “one of the great economic powers” if it abandoned nuclear weapons.

Trump later told governors at the White House on Sunday night that he was happy with the situation as long as North Korea continued its pause in weapons testing. He said he also saw “eye to eye” with Kim.

Trump, Kim and senior officials from both countries are scheduled to meet in Hanoi, Vietnam, on Wednesday and Thursday. North Korean state media said on Sunday Kim left for Vietnam on Saturday aboard a special train, a journey that could take more than two days.

They will resume talks held in Singapore in June last year – the first between the two countries’ heads of state.

The Singapore talks concluded with no substantive agreement on North Korea abandoning its nuclear weapons in return for relief from US sanctions. Addressing the points of contention between the countries, Pompeo conceded on Sunday that the US had seen “progress on some, less so on others”.

The secretary of state also said further meetings could be needed.

“There may have to be another summit,” Pompeo told Fox News Sunday. “We may not get everything done this week. We hope we’ll make a substantial step along the way.”

Trump, who previously boasted of a whirlwind diplomatic romance with Kim and made wildly overstated claims of success, has also appeared to accept reality.

“I’m in no rush,” he said at the White House this week.

The president’s remarks followed downbeat testimony to Congress by Dan Coats, his director of national intelligence. Coats told senators US spies believed North Korea “will seek to retain its WMD capabilities” because Kim and his aides “ultimately view nuclear weapons as critical to regime survival”.

Coats’s testimony was reported to have angered Trump, and led to reports that the president may fire the intelligence chief. Trump points to North Korea’s halting of nuclear missile testing and the dismantling of some facilities as signs of progress.

Pompeo confirmed on Sunday that North Korea continued to pose a nuclear threat to the US, directly contradicting a claim by Trump following the Singapore summit that it did not.

“Yes,” Pompeo said, when asked on CNN’s State of the Union if he thought North Korea remained a nuclear threat.

He then falsely said Trump had not claimed otherwise.

On returning to the US from the summit, Trump said in a tweet on 13 June: “There is no longer a nuclear threat from North Korea.”

Reminded on Sunday of Trump’s remark, Pompeo said falsely: “That’s not what he said.”

Trump allies privately express concern that the president may offer Kim generous concessions to secure a headline-grabbing deal – and to distract from testimony to Congress his former legal fixer, Michael Cohen, is due to give while he is in Vietnam.

Onko hän pulskemmassa kunnossa kuin viime vuonna?

Kim Jong-un has boarded a train to Vietnam for his second summit with US president Donald Trump, North Korea state media have confirmed.

The North Korean leader was accompanied by Kim Yong-chol, who has been a key negotiator in talks with the US, and by his sister Kim Yo-jong, the North’s official Korean Central News Agency reported.

There was a report of a green and yellow train similar to one used in the past by Kim crossing into the Chinese border city of Dandong via a bridge. Kim’s overseas travel plans are routinely kept secret and it could take more than two days for the train to travel thousands of miles through China to Vietnam.

The Trump-Kim meeting is scheduled for Wednesday and Thursday in Hanoi.

Months after President Donald Trump declared that North Korea no longer poses a nuclear threat to the US, Secretary of State Mike Pompeo said that the country remains a threat ahead of a planned summit between Trump and North Korean leader Kim Jong Un this week.

"Do you think North Korea remains a nuclear threat?" CNN's Jake Tapper asked Pompeo Sunday on "State of the Union."

"Yes," Pompeo replied.

"But the President said he doesn't," Tapper said.

"That's not what he said ... I know precisely what he said," Pompeo said.

"He tweeted: 'There is no longer a nuclear threat from North Korea,'" Tapper said.

"What he said was that the efforts that had been made in Singapore -- this commitment that Chairman Kim made -- have substantially taken down the risk to the American people. It's the mission of the Secretary of State and the President of the United States to keep American people secure. We're aiming to achieve that," Pompeo said.
https://edition.cnn.com/2019/02/24/politics/mike-pompeo-trump-north-korea-cnntv/index.html

Pompeo told Tapper that Trump is focused on getting "a demonstrable, verifiable" step toward denuclearization during the summit.

"There are many things he could do to demonstrate his commitment to denuclearization," Pompeo said.

The secretary of state also said that core sanctions from the U.N. Security Council resolution on North Korea will be removed only after it fully denuclearizes, telling Tapper that the administration's standard for removing sanctions has always been "full, verified denuclearization."

A senior administration official told CNN last week that they're not sure if the country has made the decision to denuclearize, "but the reason why we're engaged in this is because we believe there's a possibility that North Korea can make the choice to fully denuclearize."

"And that's why the President has assigned such a priority to engaging with them," the official added.

Heading into his second summit with Kim Jong Un this week, Donald Trump is making a striking argument: With his singular smarts, deal-making prowess, and sizzling personal chemistry with Kim, he is the only one capable of eliminating the North Korean nuclear threat.

But Trump’s approach of “I alone can fix it” (which he initially espoused as a presidential candidate in reference to America’s broken political system) has undercut his diplomats and technocrats by signaling to North Korea that he is the man to make a deal with.

Trump’s negotiators have thus been left in a bind: The only way to make major progress under such circumstances is to get the U.S. and North Korean leaders in a room, but they can’t get them in a room without taking a high-risk gamble.

That’s what Trump’s meeting with Kim in Vietnam, on February 27–28, amounts to. At best, the two leaders will achieve a breakthrough on peace and denuclearization that has eluded their predecessors for decades. At worst, the United States will reward North Korea without reducing the danger it poses. Somewhere in the middle would be a repeat of the leaders’ first summit in Singapore last June: a spectacle with little of substance to show for it.

Between our news division and our coworkers over at The War Zone, we at The Drive have spilled plenty of metaphorical ink about North Korean leader Kim Jong Un and his nation's transportation preferences over the last few years. We've written about his preference for train travel in spite of his love for airplanes, the Mercedes-Maybach and Rolls-Royce limousines he somehow snuck across the border in spite of sanctions, and his country's predilection for racking up parking tickets in our fair city of New York.

But somehow, we've never written a story about the fact that Kim Jong Un has a car with a secret personal toilet that follows him around wherever he goes.

News of Kim's shadow john actually dates back several years, dating at the latest to 2015, when a source within the hermit kingdom who claimed to be familiar with Kim's personal motorcade let slip that the Dear Leader has a series of personalized toilet vehicles that follow him around when he travels.

"The restrooms are not only in Kim Jong Un’s personal train but whatever small or midsize cars he is traveling with and even in special vehicles that are designed for mountainous terrain or snow," the source told South Korean news agency Daily NK, adding that Kim even travels with a chamber pot in his Mercedes limo for those occasions when stopping his motorcade to scramble over to Kim's Ultimate Porta-John would be inconvenient.

The news was confirmed last April by North Korean defector and former member of the country's elite Guard Command Lee Yun-keol, who discussed Kim's personal poop preferences with The Washington Post on the eve of the 35-year-old dictator's first time crossing the demilitarized zone between the two Koreas.

"Rather than using a public restroom, the leader of North Korea has a personal toilet that follows him around when he travels," Lee told The Post. "The leader’s excretions contain information about his health status so they can’t be left behind."

Kim's Poopmobile isn't just to keep foreign powers from discovering how much fiber he's getting, though. According to Daily NK's source, it's also to help maintain his image North Korean culture as a god-like figure—a being beyond such basic animal functions as dropping the kids off at the pool.

"There always needs to be a personal restroom exclusively for the Suryeong [Supreme Leader] Kim Jong Un,” the source said. "It is unthinkable in a Suryeong-based society for him to have to use a public restroom."

With Kim en route to his second meeting with U.S. President Donald Trump in Vietnam as of this article's publication, it seems all but certain that one or more of the North Korean dictator's personal thrones are currently headed to Vietnam along with him. Considering North Korea's reported enthusiasm for developing and stockpiling biological weapons, we can only wait and see if any future treaty will include inspection of Kim's personal secret bio-warfare facilities.

– Tilanne on pahin kymmeneen vuoteen. Käytännössä toukokuussa maasta loppuu ruoka suurelta osalta kansaa, kertoo kehitysyhteistyöjärjestö Fidan toiminnanjohtaja Harri Hakola.

Aliravitsemus on vaivannut erityisesti maaseudun asukkaita Pohjois-Koreassa jo pitkään, mutta nyt tilanne on pahentunut.

– Kriittisin aika on kesällä, kun edellisvuoden sato on syöty, Hakola toteaa.

Samoilla linjoilla on Kirkon ulkomaanavun toiminnanjohtaja Jouni Hemberg.

Lisäksi maassa on pulaa lannoitteista. Eli tässä vaikuttaa monta tekijää, Hemberg kertoo.

Fida on toimittanut apua Pohjois-Koreaan jo noin 20 vuotta.

President Donald Trump said he takes Kim Jong Un “at his word” that he wasn’t aware of North Korea’s imprisonment and torture of U.S. college student Otto Warmbier, who died after being detained for more than 17 months.

Trump told reporters that he had discussed the Warmbier case with Kim before the leaders’ hastily adjourned second summit in Hanoi and that the dictator assured him he only learned of Warmbier’s treatment after the fact.

“In those prisons and those camps you have a lot of people, and some really bad things happened to Otto, some really, really bad things,” Trump said. “But he tells me he didn’t know about it, and I will take him at his word.”

Trump said Kim “felt bad” about the episode.

Asemiehet tunkeutuivat Pohjois-Korean lähetystöön Espanjassa
ANTTI KIRKKALA | 28.02.2019 | 18:54 (verkkouutiset)
Pohjois-Korean delegaatioon osallistunut diplomaatti Kim Hyok-chol toimi vuoteen 2017 asti maan suurlähettiläänä Espanjassa. Hän palasi kotimaahansa ja sai tiettävästi ylennyksen Espanjan karkotettua useita pohjoiskorealaisia diplomaatteja Pohjois-Korean tekemien ydinasekokeiden seurauksena.
Kim Jong-un myös yöpyi huippukokouksen aikana espanjalaisomistuksessa olevassa Melia-hotellissa Vietnamin pääkaupungissa Hanoissa.
Vähäiset turvatoimet
Brysselin Vrije-yliopiston tutkija Ramon Pacheco Pardo toteaa Pohjois-Korean lähetystön sijaitsevan Madridissa tavallisella asuinalueella.

North Korean media have reported Kim Jong-un’s denuclearisation talks with Donald Trump, but with one key omission – their failure to reach a deal due to differences over sanctions.

The official KCNA news agency offered a largely positive account of Thursday’s doomed meeting in Hanoi, saying the two countries had deepened their “mutual respect and trust” and describing the summit as an event of “great significance”.

The tone was in stark contrast to international media accounts highlighting the seemingly unbridgeable chasm that forced the US president and North Korean leader to part ways in Hanoi early without signing a declaration.

South Korea’s JoongAng Daily described the outcome as “a great shock”. The summit’s collapse “will put a damper on the inter-Korean peace process pursued by the South Korean government”, the newspaper said in an editorial, citing now-dashed hopes that the partial lifting of sanctions would have allowed Seoul to restart joint economic and tourism projects with the North.

“Yet what this reality confirms is that no deal is better than a bad deal,” it added. “If the North would have won by only offering to dismantle enrichment facilities at Yongbyon, they could very well have reversed this course as they have done in the past. Pyongyang would retain its status as a de facto nuclear state while the South would be left hanging.”

KCNA said only that Kim and Trump “highly appreciated” the opportunity to meet again, nine months after their first summit, and welcomed the “remarkable progress” they had made since, according to KCNA Watch.

“They had a constructive and candid exchange of their opinions over the practical issues arising in opening up a new era of the improvement of the DPRK-US relations on the basis of progress,” the agency said, referring to the North by its official title the Democratic People’s Republic of Korea.

The article ran alongside photos of Trump and Kim on the first two pages of Friday’s Rodong Sinmun, the official newspaper of the ruling Workers’ party of Korea – an indication that state media intend to portray the meeting as another diplomatic success for Kim.
