As it became known to “Kommersant”, United Shipbuilding Corporation (USC) decided on the main contender for the purchase of the Finnish Arctech Helsinki Shipyard. Its owners can be the former deputy minister of transport, the former head of Rosmorrechflot, Viktor Olersky, and his partner, co-owner of Vodohod and Paula Group, Rishat Bagautdinov. The deal may be closed before the end of the year, its amount is not disclosed, but in addition to the financial component of the USC, the Nevsky Shipbuilding and Ship Repair Plant will receive. In the Ministry of Industry and Trade, “Kommersant” reported that the issue of selling Arctech is “under special control”. They specified that since August, USC had been negotiating with Russian investors "to preserve and use this asset in the interests of the Russian Federation."
A Kommersant source familiar with the details of the deal says that the main issue remains the debts of the Finnish shipyard:
“The parties agreed on two of the three payment histories, but negotiations are under way on a capital loan format that the USC cannot write off.” According to the Kommersant interlocutor, the return of funds is planned to be tied to the execution of the Arctech business plan for 10–15 years, while the “interest history will remain for USC”. He believes that the Nevsky GCC may be of interest to the corporation, since it is loaded with orders, and in the future it is ready to build river-sea vessels.Other Kommersant sources on the market call both Arctech and the Nevsky CVD "problem assets", primarily because of the debt burden.
USC bought Arctech in 2011–2014 from the Korean STX Corporation. The shipyard specializes in ice-class vessels, revenue in 2017 - 15.8 billion rubles, net loss - 2.7 billion rubles. The Nevsky GCC portfolio contains dry-cargo ships and ships, tugs, sea tankers, ice-class ships Arc4, and in June the shipyard won the tender for the construction of ferries on the Ust-Luga-Baltiysk LNG (

Arctech problems began in 2014, when USC came under US sanctions and the shipyard found it difficult to raise funds in foreign banks, and ruble devaluation also interfered. As a result, Arctech suffered losses from the construction of the Murmansk icebreaker for Rosmorport and was fined $ 50 million by Sovcomflot for delaying the delivery of four ships for the Sakhalin-2 project (

Why USC gave control of the Finnish shipyard
Arctech is considered a possible participant in the construction of icebreaker for LNG, which plans to order NOVATEK and Atomflot. According to Kommersant sources, the future owners of the shipyard are already negotiating and searching for contracts (we can talk about ice-class cruise ships, icebreakers, etc.).
The head of Infoline-Analitics, Mikhail Burmistrov, says that for USC the transaction would be beneficial even in the form of an exchange of assets without payments: “It became clear that it would not be possible to give a new impetus to the development of Arctech and make it profitable for 7–10 years without penalties. " With the change of the owner, the shipyard will be out of sanctions, the expert notes. He doesn’t assess assets because of their debts, but notes that the Nevsky GCC will strengthen the civilian division of the USC and "create synergies for the construction of small and medium-sized vessels."
