Russia has sharply reduced diesel exports to Africa following repeated drone attacks on its oil refineries, Russian media outlets report. In February, diesel exports to African countries almost halved, from 1.27 million tons in January to 684 thousand tons, according to the Price Index Center. Supplies to Brazil also dropped by 41% (to 344 thousand tons), while exports to South America stopped completely (from 40 thousand tons to zero). Turkey, which is the largest buyer of Russian diesel fuel, reduced imports by 12% to 1.13 million tons. Transshipment of diesel from ship to ship in European countries (Greece, Romania, Italy, Portugal) fell by 17% to 268 thousand tons. Total maritime diesel exports from Russian ports decreased by 15% to 3.13 million tons. According to Reuters, in February, the volume of downtime at Russian refineries increased to 3.5 million tons, while in January this figure was 2.3 million tons. This was caused, in particular, by emergency shutdowns of the Ryazan, Saratov, Syzran, and Volgograd refineries after drone attacks. Overall, in February, Russia's exports of oil products fell by 7.5% compared to January and by 13.6% year-on-year, amounting to 8.72 million tons. Diesel supplies decreased by 6% month-on-month to 3.6 million tons. Russia remains a key supplier of diesel to North and West Africa and Brazil. At the same time, Russian exports depend on supplying the domestic market, especially during the summer demand growth.
