According to him, the MiG corporation (part of the UAC) has already begun work on modernization and will continue to fulfill this state order in 2019.
On August 24, UAC President Yuri Slyusar said in an interview with Interfax that the entire fleet of MiG-31 fighter-interceptors would be modernized by 2023.
“We expect that in the coming years the Aerospace Forces will receive several dozen more upgraded MiG-31BMs, so that by 2023 the entire existing fleet will be upgraded,” Yu. Slyusar said.
According to some information, there are currently about 120 MiG-31s in the Russian Aerospace Forces, plus about 150 more aircraft at storage bases. It is estimated that about 100 modernized MiG-31BMs are in service today.
From the bmpd side, we indicate that the modernization of MiG-31 fighter-interceptors into MiG-31BM / BSM variants has been carried out for the Russian Ministry of Defense since 2007 by the Nizhny Novgorod Aircraft Building Plant Sokol, a branch of JSC Russian Aircraft Corporation MiG and JSC 514 Aviation Repair Plant in Rzhev (both of these enterprises are part of PJSC United Aircraft Corporation - UAC).
The main executor of modernization work on the MiG-31 is NAZ Sokol, which at first carried out modernization under separate contracts, and in recent years carried out these works under two contracts with the Russian Ministry of Defense - a contract dated August 1, 2011 for modernization into the MiG- 31BM/BSM by 2019, 60 combat MiG-31 fighters, and an additional contract from November 2014, according to which another 53 MiG-31 combat fighters should be upgraded, with the completion of work by the end of 2018.
Apparently, both of these contracts have now been completed, which required the conclusion of a new contract for the modernization of the MiG-31.
It is known that in 2012 NAZ Sokol delivered 10 upgraded MiG-31 interceptors in 2011, in 2013 - five aircraft, in 2014 - 16 aircraft, in 2015 - 11 aircraft, and in 2016 - 22 aircraft, in 2017 - 23 aircraft, and in 2018, thus, apparently - 24 aircraft (although, perhaps, some of the latter have not yet been transferred to military units).
The Rzhevsky 514th ARZ, according to known data, has delivered at least five modernized MiG-31s since 2013.
In total, by now, taking into account the MiG-31 aircraft that have been upgraded at Sokol NAZ under earlier contracts until 2012, as well as aircraft upgraded at the 514th ARZ in Rzhev, the total number of serially upgraded MiG-31BM / BSM, delivered since 2007, in the Armed Forces of Russia should reach, according to available information, about 150 units (three of which have already been lost). This number does not include MiG-31DZ fighters converted into MiG-31K carrier aircraft of the Kinzhal missile system (at least 12 aircraft).

Tuo edellinen käsitteli siis MiG-31BM standardiin päivittämistä, useamman lähteen mukaan heillä pitäisi olla näitä ainakin reilut 150 kpl, ehkä jopa 175 kpl.

MiG-31 fighter life extension program
July 24th, 2020
As the Izvestia newspaper reported in an article by Anton Lavrov and Roman Kretsul, “And the MiG lasts: work has begun to increase the service life of the interceptor. They plan to extend the flight life of supersonic vehicles by more than a third”, the legendary MiG-31 interceptor fighters will get a second life. As sources in the military-industrial complex and the military department told Izvestia, the issue of extending their service life by several thousand flight hours is currently being studied. This will allow the use of the most powerful interceptor in the world for at least another ten years.
Air centenarians
The issue of extending the service life of the MiG-31 supersonic interceptors is being studied, but the final decision will be made only on the basis of the results of research and development work (R&D), sources in the military department and the military-industrial complex told Izvestia.
R&D has already begun to extend the service life of the upgraded MiG-31BM fighter-interceptors. According to the schedule (a copy is at the disposal of Izvestia), the project will be carried out in two stages. By the end of 2021, it is planned to confirm the airframe resource of 3,000 flight hours during tests. Next year they want to bring it up to 3.5 thousand. The end of the R&D is scheduled for August 2022.
All MiG-31BMs in service were built in the late 1980s and early 1990s. Their service life is limited to 2.5 thousand flight hours. Extending it by a thousand hours will allow interceptors to remain in service at least until the mid-2030s. By that time, MiGs will become one of the oldest types of combat aircraft in service with the Russian Aerospace Forces.
In 2018, the UEC-Perm Motors company announced that it was ready to quickly resume the production of key components and assemblies of the unique D-30F6 engines installed on the MiG-31. This is necessary to maintain the combat readiness of aircraft after an increase in service life. According to the company, the available stocks of aircraft engines and repair kits for them are enough to operate the MiG-31 in the Aerospace Forces for another 30–40 years.
Prospects of the complex
The discussion of the fate and timing of the decommissioning of unique heavy interceptors has been going on for a long time. In 2013, the State Duma Defense Committee held special hearings on the MiG-31. The question was considered whether it was necessary to start preparing a replacement for him or whether it was worth upgrading the existing machines. Then the parliamentarians recommended that the government stop recycling and keep the existing fleet of cars until a full replacement appears.
In 2016, the then director of the Russian Aircraft Corporation (RSK) MiG, Sergei Korotkov, said that by 2028 the MiG-31 would end its existence due to the exhaustion of the assigned resource. This also applied to the upgraded version of the MiG-31BM. New research will remove this limitation.
To fully replace the MiG-31 in the VKS, it is planned to create a "Promising Aviation Complex for Long-Range Interception" (PAK DP, also known under the symbol MiG-41). In July 2017, RAC MiG reported that the company, on its own initiative, was developing a concept project on this topic. Last year, Ilya Tarasenko, General Director of RAC MiG JSC, told the media that joint work with the military on the terms of reference for the new complex is still ongoing. Its planned schedules and expected characteristics have not yet been made public.
A significant extension of the service life of the upgraded MiG-31s will allow them to be kept in service until a full-fledged replacement is created. As the developers noted, PAK DP will be made using fundamentally new technologies and materials.
