Saudi Arabia became the first Middle East nation to publicly exhibit its nuclear-capable missiles. The long-range, liquid propellant DF-3 ballistic missile (NATO designated CSS-2), purchased from China 27 years ago, was displayed for the first time at a Saudi military parade Tuesday, April 29, in the eastern military town of Hafar Al-Batin, at the junction of the Saudi-Kuwaiti-Iraqi borders.
The DF-3 has a range of 2,650 km and carries a payload of 2,150 kg. It is equipped with a single nuclear warhead with a 1-3 MT yield.
Watched by a wide array of Saudi defense and military dignitaries, headed by Crown Prince and Deputy Prime Minister Salman bin Abdulaziz, the parade marked the end of the large-scale “Abdullah’s Sword” military war game.
Conspicuous on the saluting stand was the Pakistani Chief of Staff Gen. Raheel Sharif alongside eminent visitors, including King Hamad of Bahrain and Sheikh Muhammad bin Zayed, the crown prince of Abu Dhabi.

Saudi-Arabian kuningas on kuollut

Saudi-Arabian kuningas Abdullah on kuollut, kertoo maan televisio.
Hän oli 91-vuotias. Abdullahin velipuoli kruununprinssi Salman on nimetty uudeksi kuninkaaksi. Tuore kuningas Salman julisti uudeksi kruununprinssiksi ja seuraajakseen prinssi Muqrinin.

Hieman ennen kuninkaan kuoleman julkistamista maan televisio alkoi lähettää otteita Koraanista. Kuningashuoneen mukaan Abdullah kuoli yhdeltä aamuyöllä paikallista aikaa.

Kuningas Abdullah ehti olla sairaalassa useita viikkoja ennen kuolemaansa. Hän pysytteli myös viime aikoina pois julkisuudesta.

Kuningasperhe on hallinnut Saudi-Arabiaa sen perustamisesta lähtien.
Kuningas Abdullah, jonka vahvistamaton syntymävuosi on 1923, hallitsi Sauri-Arabiaa virallisesti vuodesta 2006. Käytännössä hän tuli kuitenkin hallitsijaksi jo kymmenen vuotta aiemmin, kun hänen isänsä kuningas Fadh ei kyennyt enää hallitsemaan saatuaan aivoinfarktin.

Tuore kuningas Salman, jonka uskotaan olevan 79-vuotias, on toiminut Saudi-Arabian puolustusministerinä vuodesta 2012. Sitä ennen hän toimi viisi vuosikymmentä Riadin alueen kuvernöörinä.

Saudi-Arabia on maailman suurin raakaöljyn viejä. Maa on Yhdysvaltain tärkeä liittolainen muun muassa operaatiossa äärijärjestö Isisiä vastaan.

Voisin päätellä, että entisenä puolustusministerinä (vaikkakin lyhyen aikaa virassaan toimineena) hän varmasti tulee jatkossakin huomioimaan asevoimien tarpeet ja haluaa jatkaa niiden kehittämistä ja ylläpitämistä - voimistaminenkin tullee kysymykseen.

Entäpä onko mahdollista, että saudien linja kv. terrorismin huomattavana tukijana olennaisella tapaa muuttuisi? (Johon en usko). Saudien toiminta on sikälikin mielenkiintoista, että he julkisuudessa seisovat tiukasti kv. terrorismin (ja esim. ISIS:in) vastaisessa rintamassa mutta toisaalta maasta tuetaan kv. terrorismia huomattavan paljon eri tahojen toimesta ja fundamentalistisilla wahhabiiteilla on oma roolinsa ääriajatusten levittäjänä (ja suomessakin wahhabismin kannattajia on kohtuudella ainakin maahanmuuttajien joukossa).

Salman doesn't suffer from Dementia, he had a stroke but that's it. He is weak in his left side of the body, he still holds many princes in the dungeon in his palace, my father personally saw him slap a major prince right across the face for assaulting a citizen and then threw that Prince in his dungeon. This is the current King of Saudi Arabia. They will be remembering King Abdullah as the Golden Days soon.

Joku väitti jossain että Salman olisi melko jenkkimyönteinen, eli tältä pohjalta ei ehkä kovin suurta muutosta olisi odotettavissa. Ikä ja terveysongelmat tuntuisivat viittaavaan siihen suuntaan ettei hänen valtakautensa kovin pitkä ole.
Saudien perimysjärjestyksessä veljekset ovat primäärejä, joten tuskin suuria muutoksia on tulossa ennenkuin nykyisestä sukupolvesta aika jättää lopullisesti. Salmanilla on vielä yksi nuorempi veli, Muqrin. Hän voisikin olla mielenkiintoinen tapaus kuninkaana, sillä hän on saudien tiedustelupalvelun johtaja.

If the oil futures market is correct, Saudi Arabia will start running into trouble within two years. It will be in existential crisis by the end of the decade.

The contract price of US crude oil for delivery in December 2020 is currently $62.05, implying a drastic change in the economic landscape for the Middle East and the petro-rentier states.

The Saudis took a huge gamble last November when they stopped supporting prices and opted instead to flood the market and drive out rivals, boosting their own output to 10.6m barrels a day (b/d) into the teeth of the downturn.

Bank of America says OPEC is now "effectively dissolved". The cartel might as well shut down its offices in Vienna to save money.

If the aim was to choke the US shale industry, the Saudis have misjudged badly, just as they misjudged the growing shale threat at every stage for eight years. "It is becoming apparent that non-OPEC producers are not as responsive to low oil prices as had been thought, at least in the short-run," said the Saudi central bank in its latest stability report.

"The main impact has been to cut back on developmental drilling of new oil wells, rather than slowing the flow of oil from existing wells. This requires more patience," it said.

One Saudi expert was blunter. "The policy hasn't worked and it will never work," he said.

By causing the oil price to crash, the Saudis and their Gulf allies have certainly killed off prospects for a raft of high-cost ventures in the Russian Arctic, the Gulf of Mexico, the deep waters of the mid-Atlantic, and the Canadian tar sands.

Consultants Wood Mackenzie say the major oil and gas companies have shelved 46 large projects, deferring $200bn of investments.

The problem for the Saudis is that US shale frackers are not high-cost. They are mostly mid-cost, and as I reported from the CERAWeek energy forum in Houston, experts at IHS think shale companies may be able to shave those costs by 45pc this year - and not only by switching tactically to high-yielding wells.

Advanced pad drilling techniques allow frackers to launch five or ten wells in different directions from the same site. Smart drill-bits with computer chips can seek out cracks in the rock. New dissolvable plugs promise to save $300,000 a well. "We've driven down drilling costs by 50pc, and we can see another 30pc ahead," said John Hess, head of the Hess Corporation.

It was the same story from Scott Sheffield, head of Pioneer Natural Resources. "We have just drilled an 18,000 ft well in 16 days in the Permian Basin. Last year it took 30 days," he said.

The North American rig-count has dropped to 664 from 1,608 in October but output still rose to a 43-year high of 9.6m b/d June. It has only just begun to roll over. "The freight train of North American tight oil has kept on coming," said Rex Tillerson, head of Exxon Mobil.

He said the resilience of the sister industry of shale gas should be a cautionary warning to those reading too much into the rig-count. Gas prices have collapsed from $8 to $2.78 since 2009, and the number of gas rigs has dropped 1,200 to 209. Yet output has risen by 30pc over that period.

Until now, shale drillers have been cushioned by hedging contracts. The stress test will come over coming months as these expire. But even if scores of over-leveraged wild-catters go bankrupt as funding dries up, it will not do OPEC any good.

The wells will still be there. The technology and infrastructure will still there. Stronger companies will mop up on the cheap, taking over the operations. Once oil climbs back to $60 or even $55 - since the threshold keeps falling - they will crank up production almost instantly.

OPEC now faces a permanent headwind. Each rise in price will be capped by a surge in US output. The only constraint is the scale of US reserves that can be extracted at mid-cost, and these may be bigger than originally supposed, not to mention the parallel possibilities in Argentina and Australia, or the possibility for "clean fracking" in China as plasma pulse technology cuts water needs.

Mr Sheffield said the Permian Basin in Texas could alone produce 5-6m b/d in the long-term, more than Saudi Arabia's giant Ghawar field, the biggest in the world.

Saudi Arabia is effectively beached. It relies on oil for 90pc of its budget revenues. There is no other industry to speak of, a full fifty years after the oil bonanza began.

Citizens pay no tax on income, interest, or stock dividends. Subsidized petrol costs twelve cents a litre at the pump. Electricity is given away for 1.3 cents a kilowatt-hour. Spending on patronage exploded after the Arab Spring as the kingdom sought to smother dissent.

The International Monetary Fund estimates that the budget deficit will reach 20pc of GDP this year, or roughly $140bn. The 'fiscal break-even price' is $106.

Far from retrenching, King Salman is spraying money around, giving away $32bn in a coronation bonus for all workers and pensioners.

He has launched a costly war against the Houthis in Yemen and is engaged in a massive military build-up - entirely reliant on imported weapons - that will propel Saudi Arabia to fifth place in the world defence ranking.

The Saudi royal family is leading the Sunni cause against a resurgent Iran, battling for dominance in a bitter struggle between Sunni and Shia across the Middle East. "Right now, the Saudis have only one thing on their mind and that is the Iranians. They have a very serious problem. Iranian proxies are running Yemen, Syria, Iraq, and Lebanon," said Jim Woolsey, the former head of the US Central Intelligence Agency.

Money began to leak out of Saudi Arabia after the Arab Spring, with net capital outflows reaching 8pc of GDP annually even before the oil price crash. The country has since been burning through its foreign reserves at a vertiginous pace.

The reserves peaked at $737bn in August of 2014. They dropped to $672 in May. At current prices they are falling by at least $12bn a month.

Khalid Alsweilem, a former official at the Saudi central bank and now at Harvard University, said the fiscal deficit must be covered almost dollar for dollar by drawing down reserves.

The Saudi buffer is not particularly large given the country fixed exchange system. Kuwait, Qatar, and Abu Dhabi all have three times greater reserves per capita. "We are much more vulnerable. That is why we are the fourth rated sovereign in the Gulf at AA-. We cannot afford to lose our cushion over the next two years," he said.

Standard & Poor's lowered its outlook to "negative" in February. "We view Saudi Arabia's economy as undiversified and vulnerable to a steep and sustained decline in oil prices," it said.

Mr Alsweilem wrote in a Harvard report that Saudi Arabia would have an extra trillion of assets by now if it had adopted the Norwegian model of a sovereign wealth fund to recyle the money instead of treating it as a piggy bank for the finance ministry. The report has caused storm in Riyadh.

"We were lucky before because the oil price recovered in time. But we can't count on that again," he said.

OPEC have left matters too late, though perhaps there is little they could have done to combat the advances of American technology.

In hindsight, it was a strategic error to hold prices so high, for so long, allowing shale frackers - and the solar industry - to come of age. The genie cannot be put back in the bottle.

The Saudis are now trapped. Even if they could do a deal with Russia and orchestrate a cut in output to boost prices - far from clear - they might merely gain a few more years of high income at the cost of bringing forward more shale production later on.

Yet on the current course their reserves may be down to $200bn by the end of 2018. The markets will react long before this, seeing the writing on the wall. Capital flight will accelerate.

The government can slash investment spending for a while - as it did in the mid-1980s - but in the end it must face draconian austerity. It cannot afford to prop up Egypt and maintain an exorbitant political patronage machine across the Sunni world.

Social spending is the glue that holds together a medieval Wahhabi regime at a time of fermenting unrest among the Shia minority of the Eastern Province, pin-prick terrorist attacks from ISIS, and blowback from the invasion of Yemen.

Diplomatic spending is what underpins the Saudi sphere of influence caught in a Middle East version of Europe's Thirty Year War, and still reeling from the after-shocks of a crushed democratic revolt.

We may yet find that the US oil industry has greater staying power than the rickety political edifice behind OPEC.

"Väite: Aiheuttiko Saudi-Arabian kuningasperhe pyhiinvaeltajien joukkokuoleman?
Pyhiinvaeltajat ovat esittäneet väitteitä, joiden mukaan Saudi-Arabian pyhiinvaellusonnettomuus olisi johtunut siitä, että kulkuväyliä suljettiin kruununprinssin saattueen vuoksi.
Saudi-Arabialta vaaditaan selitystä torstain murhenäytelmään, jossa kuoli ainakin 717 pyhiinvaeltajaa ja yli 850 ihmistä loukkaantui. Kuningas Salman on määrännyt täydellisen turvallisuustutkinnan onnettomuuden vuoksi.

Ohadin mukaan se ja ”tuntemattomasta syystä” alkanut ryntäys aiheuttivat onnettomuuden. Iranin viranomaisten mukaan ainakin 131 iranilaista pyhiinvaeltajaa kuoli.
Onnettomuuden syy on vielä epäselvä, mutta teorioita on syntynyt. Silminnäkijöiden mukaan kulkuväyliä olisi suljettu Saudi-Arabian kuningasperheen vuoksi.

”Se ei ole Jumalan tahto”
Britannian ensimmäisessä hajj-matkatoimistossa työskentelevä neuvonantajaMohammed Jafari totesi BBC:n Radio 4:n ohjelmassa, että tiet olivat suljettuja siksi, että Saudi-Arabian kuningas Salman tapasi muita Persianlahden maiden johtajia. Hänen palatsinsa sijaitsee Minassa.
– Saudit sanovat jokaisen katastrofin jälkeen, että ”se on Jumalan tahto”. Se ei ole Jumalan tahto, se on ihmisen riittämättömyyttä.
Jafari arvostelee BBC:lle kovin sanoin onnettomuuden aiheuttajaa. Hän sanoo suoraan, että onnettomuus johtui kuningasperheen toimista.
– Sen perusteella mitä keskustelin pyhiinvaeltajien kanssa paikan päällä eilen, pääsyy tälle onnettomuudelle oli se, että kuningas Minan palatsissaan otti arvovieraita vastaan ja sen vuoksi he sulkivat kaksi tietä kivityspaikalle.
– Jos on virta kulkevia ihmisiä ja virran pysäyttää, ja väkimäärä kasvaa, niin jossain vaiheessa tapahtuu onnettomuus. Tämä on Saudi-Arabian hallituksen syy, sillä aina kun prinssi tulee paikalle, he sulkevat tiet. He eivät ajattele katastrofia, jonka tapahtuminen on vain ajan kysymys.

Silminnäkijähavainnot tukevat teoriaa
Libanonilaisen sanomalehden arabiankielisen Daily al-Diyarin mukaan liikenteen suuntaa muutettiin, jotta prinssi Mohammad bin Salman al-Saud pääsisi saattueineen läpi palatsiin tavatakseen kuninkaan, eli isänsä.

Saudi-Arabia syyttää pyhiinvaeltajia
Saudi-Arabia on syyttänyt tottelemattomia pyhiinvaeltajia, jotka eivät ole noudattaneet viranomaisten ohjeita. Saudi-Arabian mukaan kaksi suurta pyhiinvaeltajien ryhmää törmäsi katujen 204 ja 223 risteyksessä.
– Onnettomuus, kuten useimmat tietävätkin, oli väen ryntäys, jonka aiheutti ihmisten liiallinen paljous. Jotkut pyhiinvaeltajat eivät myöskään noudattaneet turvallisuusohjeita, terveysministeri Khalid al-Falih totesi.

FT: Saudi-Arabia on karsinut ulkomaisia sijoituksiaan yli 60 miljardilla eurolla


Maailman suurin öljynviejävaltio Saudi-Arabia on siirtänyt 73 miljardin dollarin eli 65 miljardin euron arvosta sijoituksiaan ulkomailta takaisin Saudi-Arabiaan, kertoo sanomalehti Financial Times.

Lehden mukaan Saudi-Arabia käyttää ulkomailta siirtämiään varoja julkisen talouden alijäämänsä paikkaamiseen ja vähentääkseen altistustaan osakemarkkinoiden levottomuudelle öljyn ollessa halpaa.

Raakaöljyn Brent-viitelaadun hinta on ollut elokuusta lähtien lähes poikkeuksetta alle 50 dollaria barrelilta. Barreli on öljykaupan mittayksikkö. Sen tilavuus on 159 litraa.

Öljyn halpenemisen takia Saudi-Arabian tulot ovat vähentyneet.

Öljynviejävaltioiden yhteistyöjärjestö Opec ei ole juuri Saudi-Arabian vastustuksen takia suostunut rajoittamaan öljyn tuotantoa. Jos öljyntuotantoa supistetaan, öljy kallistuu.

Saudi-Arabia on ilmeisesti vastustanut tuotannon rajoituksia säilyttääkseen markkinaosuutensa öljymarkkinoilla.

Saudi Arabian Prince Makes Unprecedented Call for Removal of King in Palace Coup
King Salman has presided over a serious of disasters during his short reign, including a drop in the price of oil, the war in Yemen and the recent deaths of over 800 pilgrims.

A senior Saudi prince and grandson of the state's founder has issued an unprecedented call for change in the country's leadership, the Guardian reported on Monday.
The prince, who was not named for security reasons, wrote two letters to members of the sprawling royal family earlier this month calling for the removal of the current leader, King Salman, who ascended to the throne in January this year.
The prince reportedly told the Guardian that the king is not in good health and that recent events in the kingdom have led to disquiet in the royal family, as well as among the wider public.

“The king is not in a stable condition and in reality the son of the king [Mohammed bin Salman] is ruling the kingdom,” the prince is quoted as saying.
He added that he expected four or five of his uncles, Salman's brothers and half-brothers, to meet shortly and discuss the issues he raised in his letters.
"They are making a plan with a lot of nephews and that will open the door," he said. "A lot of the second generation is very anxious.”
“The public are also pushing this very hard, all kinds of people, tribal leaders,” the prince added. “They say you have to do this or the country will go to disaster.”
The kingdom has been buffeted by a series of setbacks recently: The precipitous drop in the price of oil, Saudi Arabia's key export, a draining war against Shi'ite rebels in neighboring Yemen and, most recently, two disasters during the recent hajj in Mecca that left over 800 people dead.
Blame for country's slow and hesitant response to the hajj deaths and its halting efforts to deal with the other challenges is being laid at the door of King Salman, his crown prince, Mohammed bin Nayef, and the deputy crown prince, Mohammed bin Salman, Salman's son.
Prince Mohammed bin Salman, a new arrival to the Saudi senior leadership team, has quickly become one of the most controversial. Although still very young by Saudi standards – officially 35 but rumored to be much younger – he holds a multitude of posts including minister of defense and chair of the Council for Economic and Development Affairs, which is the country’s main economic policymaking committee.
Nicknamed "Reckless," the prince is regarded as being the main proponent of the war in Yemen, which continues to grind on, despite punishing attacks by the Saudi air force and ground forces.
Now, many are accusing Mohammed bin Salman of rushing into the war without a proper military strategy or an exit plan.
The letters from the unnamed prince call on the 13 surviving sons of Ibn Saud – specifically the princes Talal, Turki and Ahmed bin Abdulaziz – to unite and remove the leadership in a palace coup, before choosing a new government from within the royal family.
“Allow the oldest and most capable to take over the affairs of the state, let the new king and crown prince take allegiance from all, and cancel the strange, new rank of second deputy premier,” states the first letter.
“We are calling for the sons of Ibn Saud from the oldest Bandar, to the youngest, Muqrin, to make an urgent meeting with the senior family members to investigate the situation and find out what can be done to save the country, to make changes in the important ranks, to bring in expertise from the ruling family whatever generation they are from.”
The letters are the clearest indication of strife within the royal family since King Faisal deposed King Saud in a palace coup in 1964.
