Venäjän senaatin puhemies Valentina Matvienko kertoo että Venäjän palaaminen totalitarismiin on mahdotonta koska valtio on sitoutunut maan kehittämiseen. Matvienkon mukaan Venäjän hallinto ei aio tiukentaa otettaan Crocus City Hall-iskun jälkeen sillä tärkeitä valtion asioita ei voi hoitaa tunteiden vietävänä.

There are no plans to tighten government policy after the terrorist attack at Crocus City Hall; Russia will not return to totalitarianism, since the country is committed to development. Speaker of the Federation Council Valentina Matvienko stated this in an interview with RIA Novosti on April 25.
“I want to say that the country’s leadership has no plans to tighten the screws, these are more emotional assessments,” she said.
According to Matvienko, the return of totalitarianism in Russia is “impossible and unacceptable,” since in the history of the country there is an experience after which it took a long time to recover.
Emotional statements about the need to tighten the country's legislation against the backdrop of the terrorist attack in Crocus City Hall are unacceptable, since “important government decisions cannot be made under pressure and emotions.”
“We must create free conditions for economic development, for small and medium-sized businesses, for the creative intelligentsia, and so on. So don’t worry, there won’t be any tightening of the screws,” the speaker concluded.
Earlier, on April 24, it became known about a new bill, which was submitted for consideration by deputies of the State Duma Committee on Culture, headed by Elena Yampolskaya. It regulates the provision of security measures at entertainment events. In particular, the initiative proposes to oblige the organizer to send a notification to the Russian Ministry of Internal Affairs no later than 30 days before the start. It must inform about the topic, place, date, time, number of participants and immediately inform about changes in these parameters. The procedure and form of notification will be established by the government. Visitors to entertainment events are required to comply with the rules of conduct at such events, approved by the Cabinet of Ministers.
The terrorist attack at Crocus City Hall occurred on March 22. Terrorists in camouflage burst into the building, started shooting and set fire to the concert hall. On March 30, the Main Directorate of the Ministry of Emergency Situations of Russia for the Moscow Region reported that 144 people were killed as a result of the terrorist attack , including five children. The number of victims reached 551.
