Putin addressed Manturov: where are the factories? where is the money?
President Vladimir Putin asked Deputy Prime Minister Denis Manturov to report on the situation with the construction of waste processing plants at a meeting of the Council for Strategic Development and National Projects. The President noted that "everyone is happy to cut ribbons," but it is necessary to keep an eye on the time frame in which the plants are built.
"As for ecology, Denis Valentinovich, the plants that we planned for recycling (garbage. - "Kommersant"), where are the plants? Rostec was supposed to build them," Vladimir Putin asked. In response, Mr. Manturov said that two such plants would be launched in the first quarter of 2025. The launch of waste sorting plants, according to the Deputy Prime Minister, is being implemented through the support of companies that produce equipment for such enterprises, as well as through the localization of this production. The technology necessary for the launch of waste incineration plants, as the Deputy Prime Minister noted, has already been localized. Mr. Manturov also invited the president to the opening of one of the enterprises.
“Cutting ribbons — we are all happy to do it. But I want to understand how many plants they were supposed to build? Five? By what deadline? Did they receive the money or not? Where is the money? I understand that the issues may be related to localization, but then there should be a plan for joint actions on the so-called catch-up work schedule. Are you controlling all of this? What is happening there?” Vladimir Putin said in response.
Denis Manturov explained that when the plant was launched in the Moscow Region, the problem was related to the departure of the Japanese manufacturer of the necessary technologies. This initiative, as the Deputy Prime Minister put it, was “picked up” by Rostec. Now all the work on this issue has been established, “all that remains is to finish the construction,” Mr. Manturov concluded.
