Conscripts will be banned from leaving Russia from the date of sending the summons
MOSCOW, 4 August. /TASS/. Russian President Vladimir Putin signed a law establishing a ban on leaving Russia for citizens subject to military registration, from the day they are sent a summons at their place of work or study until they appear at the military registration and enlistment office. The document is published on the official
portal of legal information.
The law also prohibits conscripts from leaving Russia from the day the summons is placed in the summons service register.
It is clarified that the travel ban is applied as a temporary measure aimed at ensuring the presence of a citizen in the military registration and enlistment office. The decision to ban the conscript from leaving the Russian Federation will be formed by the military registration and enlistment office on the day the summons is sent to the citizen. Previously, the ban on leaving Russia was in effect from the moment when the summons was considered served.
It is indicated that the decision to lift restrictive measures is formed in the military register in automatic mode. Such a decision is signed with an electronic signature on the day the citizen appears on the agenda or confirmation of good reasons for non-appearance.
About the procedure for transmitting information
In addition, the law clarifies the procedure for transferring information about citizens who are required to be registered with the military. Previously, regional authorities received data on the health of conscripts from medical organizations and transmitted them electronically for accounting. Now the regional authorities will transfer all information to the Ministry of Health, which will ensure the collection and transfer of information to the register.
A similar procedure also applies to educational institutions. Now information from schools and universities will be sent to the regional authorities, who will forward them to Rospotrebnadzor. The Office, in turn, will transfer the information to the registry.
In addition, citizens who receive an electronic summons will be notified that if they fail to appear at the military registration and enlistment office after 20 days, temporary restrictive measures will be applied to them (corresponding laws introduce fines of up to 30 thousand rubles). Such a notification is generated in the military registration register in automatic mode at the time of drawing up the agenda of the military commissar. On the day the document is placed in the register, a notification is sent to the citizen in his personal account on the public services portal.
The law also gives the regions of Russia the right to carry out voluntary training of citizens registered in the military in military specialties on the basis of agreements concluded with the Ministry of Defense of the Russian Federation.
