The coronavirus outbreak has provoked a string of unsettling sights, such as the sudden widespread use of masks, shuttered businesses and deserted streets. Another unusual phenomenon is also playing out in the skies – near-empty airplanes flying through the air.
Widespread travel restrictions around the world have slashed demand for air travel, with more than eight in 10 flights canceled. But there is a disparity in the US – while the Transportation Security Administration (TSA) has reported a 96% slump in passenger volume, to a level not seen since 1954, this hasn’t been matched by the number of flights being scrapped.
Slightly more than half the flights within the US have been canceled, leading to a slew of near-empty flights. Less than one in 10 seats on domestic flights were filled by passengers last week, according to an estimate by Dan Rutherford, aviation director at the International Council on Clean Transportation.
“The evidence suggests that the number of people flying is dropping faster than the flights so there are a lot of empty planes,” he said. “The airlines are left to figure this out for themselves and they are playing catch-up.”
The EC is not in a screaming rush. It suggested timeframe is to stage bi-weekly meetings that some time in May deliver a security recommendation and in June deliver data-sharing standards that help authorities to plan exit strategies.
There’s also a list of safeguards the EC believes the apps must include, namely:
- App should be deactivated automatically and all remaining personal data and proximity data should be erased, as soon as the crisis is over.
- App should be consent-based with full information of intended processing of data
- Location data is not necessary nor recommended for the purpose of contact tracing apps, as their goal is not to follow the movements of individuals or to enforce prescriptions. Collecting an individual’s movements in the context of contact tracing apps would violate the principle of data minimisation and would create major security and privacy issues.
- The app should ensure that no user knows the identity of any infected persons or of close contacts of infected persons
- In order to enhance privacy and security, proximity data (close contacts) should be stored only on the device, and be deleted after the epidemiologically relevant period as recommended by ECDC (14-16 days). Only after a user has been confirmed infected, the proximity data of that user may be uploaded to the central server and/or the competent health authorities, depending on the system chosen by the Member State.
- The ephemeral IDs transmitted between devices via BLE should be generated pseudorandomly and changed periodically. They should neither allow any user to identify the user of the specific device nor to associate multiple signals to the same device.
- Pseudonyms should have no relation to long-lived personally identifiable information (PII).
- The app should encrypt data as much as possible in order to enhance security and privacy
There’s also a call for independent review of the apps by technical experts, open-sourcing the apps, and a fair bit of commentary about such software being a complement to manual contact-tracing. The document also cites an Oxford study that suggests 60 percent of a national population will need to adopt the app for it to be effective.
Hospitals in Japan are increasingly turning away sick people as the country struggles with surging coronavirus infections and its emergency medical system collapses, Associated Press has reported.
In one recent case, an ambulance carrying a man with a fever and difficulty breathing was rejected by 80 hospitals and forced to search for hours for a hospital in downtown Tokyo that would treat him. Another feverish man finally reached a hospital after paramedics unsuccessfully contacted 40 clinics.
The Japanese Association for Acute Medicine and the Japanese Society for Emergency Medicine say many hospital emergency rooms are refusing to treat people including those suffering strokes, heart attacks and external injuries.
Japan initially seemed to have controlled the outbreak by going after clusters of infections in specific places, usually enclosed spaces such as clubs, gyms and meeting venues. But the spread of virus outpaced this approach and most new cases are untraceable.
Apart from a general unwillingness to embrace social distancing, experts fault government incompetence and a widespread shortage of the protective gear and equipment medical workers need to do their jobs.
Japan lacks enough hospital beds, medical workers or equipment. Forcing hospitalization of anyone with the virus, even those with mild symptoms, has left hospitals overcrowded and understaffed.
More from Afghanistan where it has now emerged that at least 20 officials working at president Ashraf Ghani’s palace have tested positive for coronavirus. Extraordinarily, the outbreak is thought to have been caused by a contaminated document delivered to the palace from another government department, according to a senior health official.
It has prompted the 70-year-old leader to limit most of his contact with staff to digital communication. “A contaminated document was sent to an office inside the palace from another government department and that’s how the employees were infected,” an official told Reuters, speaking on condition of anonymity.
“Some of the employees were still working in their offices when the results came out, and we had to quarantine them and their families, but the numbers could be higher,” the official added.
Sediq Sediqqi, Ghani’s spokesman, said the Civil Service Commission has already asked government employees to stay at home before the tests were conducted and that order has been extended for another three weeks.
A government source told Reuters that Ghani, who in the past has said he suffered from health issues related to his stomach, has limited contact with staff, conducting most meetings through video conference calls and meeting only a handful in his inner circle in person.
