This is a joint Commander, Naval Air Force, Pacific (CO MN AV AIRPAC)/Commander, Naval Air Force, Atlantic (COMNAVAIRLANT) instruction promulgating supplemental maintenance policy guidance to reference (a) for the F-35 Joint Strike Fighter (JSF) aircraft series, F-35B Short Take-off Vertical Landing (STOVL) and F-35C Carrier Variant (CV) models....
...3. Background. The F-35 aircraft and its associated programs have unique processes not currently addressed, or are not within the scope of, reference (a). These processes require specific supplemental maintenance and logistics support guidance to operate the aircraft safely and efficiently, and to optimize its capabilities and utilization.
4. Scope. This instruction is the bridging document between existing Commander, Naval Air Forces (reference (a)) policies, F-35 Sustainment Operating Instructions and specific F-35 program requirements.

...10.25.2 Introduction
10.25.2.1 The LO Program establishes policy, responsibilities, and requirements to maintain the integrity of the stealth characteristics of the F-35 LO weapon system.
10.25.2.2 LO weapon system integrity is an all hands effort and applies to all Navy and Marine Corps, commercial, and government agencies performing contract maintenance, production, D-level maintenance, or other support functions on the F-35. This technology gives an object the ability to reduce radar, thermal, acoustical, and visual detection. F-35 operational tactics are developed based on expected levels of LO capability, making LO a critical combat capability of
the aircraft.
10.25.2.3 LO material maintenance is a combination of inspection, evaluation, repair, restoration and verification. The purpose of LO maintenance is to ensure the integrity of the LO system through preservation of its stealth characteristics....

a. Red LO discrepancies indicates significant degradation to the LO weapon system, and must be pushed to CMMS immediately. Maintenance Control must assign a work order and ensure completion of corrective action within 28 days after discrepancy is discovered. [CMMS - COMPUTERIZED MAINTENANCE MANAGEMENT SYSTEM]
b. Yellow LO discrepancies indicates degradation to the LO weapon system, and must be pushed to CMMS immediately. Maintenance Control must assign a work order and ensure completion of corrective action within 56 days after discrepancy is discovered.
