US calls for extension of the "Tornado" mission
The US is pushing the federal government to extend the air force operation over Syria and Iraq. According to SPIEGEL information, the US justifies this with the protection of American soldiers on the ground.
The US has urged Germany after SPIEGEL information urgently to extend the Bundeswehr mission in the fight against the "Islamic State" (IS). The US side argues that the German "Tornado" jets are urgently needed with their reconnaissance technique to protect American soldiers in northern Syria.
In a confidential letter to the German Armed Forces Inspectorate, Centcom Chief of Command wrote in May that "Tornado" jets surveillance flights over Syria and Iraq and other coalition refueling flights "played a key role in weakening the coalition". Islamic State "and would continue to be needed. A copy of the letter is also available in the Chancellery.
First, the general praises the German commitment to the anti-IS coalition: "I emphasize the importance of tactical reconnaissance and air refueling," writes General Kenneth McKenzie. "Each of these capabilities has played a key role in forcing IS back and will continue to do so if we maintain the pressure on the remnants of the IS."
Then, however, comes the one-page letter to the point. "For the continuing operations against extremists in the region, the military capabilities of all partners in the coalition continue to be urgently needed," he writes. "I therefore respectfully request your continued support in the provision of surveillance flights, aerial refueling and army training in Iraq," said the four-star general.
Extending the mission is likely to cause strife
With the letter, the Federal Government is under massive pressure to extend the expiring mandate for the Bundeswehr mission in October. Since the end of 2015, Germany has been participating in the US-led anti-IS coalition with specially equipped "Tornado" jets and tanker aircraft.
For the mission, the Bundeswehr has set up a small base in Jordan called "Camp Sonic" at the air base al-Azraq. Three and a half years after the start of the mission, the camp seems anything but temporary, the German soldiers have settled down here.
An extension of the mission should, however, inevitably cause a new dispute in the grand coalition, because the SPD rejects it. Already during the last extension of the mandate in the summer of 2018, the majority of the coalition shook, and consequently the text stipulated that the mission would expire by 2019 at the latest.
The wording is clear. "The provision of 'Tornados' for airborne and space reconnaissance and air refueling will end on 31 October 2019," it says. The reigning faction leader Rolf Mützenich had recently stressed that an extension for his party is excluded.
The Americans, however, argue that the fight against IS is far from over. "It still takes great effort to achieve a lasting victory over the ideology of the IS," writes General McKenzie. During the reconstruction of Syria and Iraq, the IS will try to regain strength, which should be prevented.
Protection for US soldiers - German surveillance vital
The demand connects McKenzie also specifically with the protection of American soldiers on the ground. The United States is the only Western nation to have stationed several hundred special forces in northern Syria. Together with local Kurdish militias, they smoke the last IS nests.
Exactly for these soldiers German air surveillance is vital, according to the USA. "Only by continuing to provide permanent air surveillance for our men and women in the combat area can we ensure a dominance that is crucial to the success of the coalition," writes General McKenzie.
It is exactly these lines that make a rejection of the US demand politically almost impossible. Just recently, during the visit of his counterpart Mike Pompeo, Foreign Minister Heiko Maas expressly thanked for the US presence in northern Syria and praised that the US does not want to pull their troops off as previously announced.
Exactly denying these troops the German support from the air would be rather unsolid.
