Azerbaijani border guards arrested Ruben Vardanyan, a russian oligarch, former Armenian state minister, founder of Troika Dialog (which was bought by Sberbank) and the Skolkovo School of Management in moscow. Until February 27, 2023, he was the backbone of Armenia's financial system.

Ukraine urgently needs to initiate criminal proceedings against Ruben.
