Rosneft stopped work on the Black Sea shelf due to sanctions
"Rosneft" for the first time will suspend for five years geological exploration and drilling at the South Black Sea area because of Western sanctions. In the market there are no drilling vessels and equipment to operate on this site, the company acknowledged.
Rosnedra suspended for five years the validity of the license of Rosneft for exploration and production of oil and gas in the South Black Sea subsoil located in the eastern part of the Black Sea, a source in the company told RBC. According to him, such a tool as suspension of the license is used for the first time in the history of the company's work on Russian projects. Among the main reasons for this decision, he called sanctions that hamper the attraction of drilling equipment for the development of offshore fields.
According to the interlocutor of RBC, it is technically impossible to postpone geological exploration work, as the Ministry of Natural Resources completed the acceptance of such applications at the end of 2016. The agency went to meet the company, so that it could comply with the necessary conditions of license agreements, without disrupting the deadlines for geological work specified in the documents, he adds. The representative of the Ministry of Natural Resources has not yet responded to the request of RBC.
The fact of suspension of the license from October 5, 2017 is indicated in the disclosure of information on the site of Rosneft. The disclosure clarifies that the license for this site is valid until November 10, 2040, and until 2022, according to its obligations, the company had to drill two wells on it.
According to the official representative of Rosneft Mikhail Leontiev, the license was suspended for a variety of reasons: due to sanctions and current market conditions, because of which "this area is now not interesting to develop." According to him, the company will focus on the development of the Western Black Sea subsoil (Val Shatsky), where this year it is planned to start drilling with the involvement of the Scarabeo 9 rig by the Italian company Saipem. He clarified that the work on the South Black Sea area had been suspended until the market situation changed, in which oil production on the Black Sea shelf would be more profitable, and before the appearance of drilling equipment built at the Zvezda plant or leased.
The message of Rosneft, which was received by RBC, also speaks of the suspension of the license for five years. "There are no drilling vessels and equipment in the market of oilfield services that meet the requirements that the company makes for the implementation of the project to build a well in this area," the report said.
Rosneft plans to start exploratory drilling in the West-Black Sea area in late December 2017 - early January 2018 - a joint project with the Italian Eni. In May, the partners in the framework of the visit of the Italian delegation to Moscow signed an agreement on expanding cooperation in the areas of exploration, production, processing, marketing, trading and petrochemicals in Russia and abroad, including confirmation of the obligations to drill wells on joint projects in the Black and Barents Seas.
According to Valery Nesterov, senior analyst at Sberbank CIB, drilling in the South Black Sea area is currently impossible due to sanctions, since the depth of the sea in this area exceeds 150 m. At the same time, in the nearby Shatsky Val, where Rosneft operates with Eni, even before the sanctions, an agreement was signed allowing exploration drilling. In addition, the expert noted the need for high costs for the development of the site on the Black Sea shelf. In his view, it will be profitable to extract oil at a stable price for oil at least $ 60-80 per barrel (on Friday Brent price for the first time since July 2015 exceeded $ 60 per barrel).
