Mercenaries required. How migrants are recruited for the war in Russia
In Russia, announcements are being made among migrants about recruiting "volunteers" to take part in the war in Ukraine. They are offered high wages, but they are not immediately told that they need to go to the war zone. Some representatives of the diasporas urge compatriots to be vigilant. A few days ago, the official body of Uzbekistan also reacted to the situation, urging citizens to be careful when choosing a job in Russia.
History of Talgat
Kyrgyzstani
Talgat (name changed for security reasons) has been working in the service sector in Moscow since 2021. For the last two weeks he has been looking for a new job. On the social network Instagram, he saw an ad, the authors of which promised a high salary. After contacting the indicated phone numbers, he realized that the “job” involved participation in the war in Ukraine:
- On the page on Instagram, I saw an announcement that a security guard is required to work on a rotational basis, the salary is 100-120 thousand rubles. It says that the schedule is drawn up according to the principle "30 days to work, 30 days to rest." I wrote, they answered me that the work was not in Moscow, but in the region. The ad states that accommodation and meals are free. I wrote, and they answered me that this is not a job in the security, they said that they send citizens of countries that are not members of NATO to the war. They didn't ask me about my military education. I hesitated and did not answer. They take men between the ages of 24 and 50.
The announcement that interested Talgat was published on a page whose target audience was Kyrgyzstanis. Such announcements were also distributed in groups uniting Kyrgyzstanis on WhatsApp and other platforms.
“There are a lot of such ads and advertisements for hiring couriers to transport drugs in telegram channels. The announcement does not say anything about the export to the war. But you get in touch, and they immediately talk about the war,” Talgat said.
The ads he is talking about were posted on Instagram pages registered in Kyrgyzstan, but they were later deleted. Earlier, the MediaHub Public Foundation wrote about private military companies recruiting citizens of Central Asian countries to participate in the war in Ukraine.
The investigation notes that in the Kyrgyz segment of Instagram, there were announcements that employees were required in PSCs - private security companies. The advertisement says that the pay will be high, and the work will be in Russia. When the journalist called the indicated numbers under the guise of a person looking for a job, the other end of the wire answered that the vacancies had already been filled and offered military service.
“Migrants are attracted by high wages”
Activist
Guliza Akmatsiyaeva , who provides legal assistance to migrants in Russia, notes that suspicious job advertisements have also appeared in regions of the Russian Federation close to the border with Ukraine. She urges compatriots to be careful when looking for a job:
- There are many Kyrgyz people who have received Russian citizenship, but do not live in
place of registration. There are cases when they receive letters with an invitation to register with the military. In addition, there are job advertisements for migrants to renovate schools and kindergartens. They say that they will pay up to 10 thousand rubles a day for this work. But they don't pay that much for repairs. Migrants come to Russia to earn money. They agree when they are promised to be paid daily.
According to official data, more than 1 million Kyrgyzstanis live and work in Russia. There is evidence that about half a million of them have Russian passports.
After Russia's invasion of Ukraine, Western countries imposed tough economic sanctions against the Russian Federation, hundreds of foreign companies ceased operations. These events could seriously affect the growth of unemployment among migrants. At present, there is no exact data on how changes in the Russian economy have affected foreigners working there. It is also not known whether announcements about the recruitment of mercenaries for participation in the war in Ukraine are of interest among migrants.
The head of the Kyrgyz Birimdigi society,
Anisa Jeenbekova , is concerned that migrants may become victims of deception:
- Migrants believe in such advertisements and are easily deceived. Because in conditions of material difficulties, hopelessness, they can be ready for anything and agree. In such a situation, they have only one goal - to solve material difficulties. I know this from my work. The Kyrgyz Birimdigi Society, which I head, unites 52 small organizations. We, lawyers, also help migrants. We say every day not to fall for deceit, but just as every day we are approached by those who got caught transporting drugs. Even now, I can't guarantee that they won't follow ads that invite them to war.
The laws of Kyrgyzstan prohibit citizens from participating in hostilities on the territory of other states.
Warning in Uzbekistan
A few days ago, the Agency for External Migration of Uzbekistan called on citizens to be careful when choosing a job in Russia.
“Some news channels distribute announcements about inviting citizens of Uzbekistan and Kyrgyzstan to work in Russia for a high salary. The main purpose of these announcements is to attract citizens to the conflict zones between Russia and Ukraine. In this regard, we ask our compatriots not to believe unofficial announcements of job offers abroad,” the agency said in a statement.
The department of the neighboring state recalled that under Article 154 (“Mercenarism”) of the Criminal Code of the Republic of Uzbekistan, the participation in the territory or side of a foreign state in an armed conflict or hostilities of a person who is not a citizen or military personnel of a country in conflict in order to receive material remuneration or other personal benefits, is punishable by imprisonment from 5 to 10 years.
But experts note that in world practice, mercenaries take the citizenship of another state and change their data in order to avoid responsibility in their homeland.
According to the International Organization for Migration, about 4 million people from Central Asia work in Russia. Two million are equally citizens of Kyrgyzstan and Tajikistan, two million are Uzbeks. Another 200 thousand are Kazakhs.
"Volunteer Battalions"
Earlier, international media wrote that in Russia, “volunteer battalions” are being formed to participate in the war in Ukraine, which in fact consist of mercenaries.
The Current Time TV channel
reported that covert mobilization into "volunteer" detachments was already underway in dozens of regions of Russia. NV notes that ads appear on social networks, buses, and local TV channels show stories about brave “volunteers”.
Phone numbers for "volunteers" were also shown on the central TV channel "Russia-1" - on the air of the program of the main propagandist of the Kremlin
Dmitry Kiselev . The authors of the ads promise to pay from 200,000 to 500,000 rubles a month. Although the detachments are called volunteer, in fact, "volunteers" are contract soldiers.
One of the "volunteers" explained the reasons why he agreed to participate in the war in Ukraine:
- I am ready to defend my homeland. Secondly, I feel sorry for the youth. It would be nice if experienced people came under the contract. And yes, you need money. We need to help family and friends.
Since the beginning of Russia's invasion of Ukraine, at least
two Kyrgyz citizens who fought in the ranks of the Russian side have died. It is also known about the death of several natives of the Kyrgyz Republic who have a Russian passport.
