"Suspend the agreement on plutonium disposition, grade plutonium designated as No Longer Required for Defense Purposes and Related Cooperation in this area ..." - says in the document.
It also stipulates that "the decision on renewal of the agreement and its protocols made by the President of the Russian Federation", their actions can be resumed at a number of US action.
Moscow may renew the agreement with canceling Washington "Magnitsky Act", the abolition of all anti-Russian sanctions and compensation for them, as well as reducing the US military infrastructure of NATO countries.

THE AGREEMENT WITH THE US PLUTONIUM DISPOSITION
Agreement with the US was signed on August 29, 2000. It provided the way of surplus plutonium disposition in Russia and the United States, in particular through the production of it mixed oxide fuel used in nuclear power reactors, the translation into forms unusable for the creation of weapons, as well as burial. It was assumed that each of the parties will proceed to the elimination of "declassified" plutonium stocks in the amount of 34 tons. Russia, in particular, recycles weapons-grade plutonium into fuel for nuclear power plants.
