Uudet pommikonehankkeet yleisketju

“I remain seriously concerned about the acquisition strategy for the B-21 Long Range Strike Bomber, especially the use of a cost-plus contract for the development of this aircraft,” said Sen. John McCain, (R-Ariz.), chairman of the Senate Armed Services Committee. “I am still not convinced that this program will not repeat the failures of past acquisition programs such as the F-35.”

Ällistyttävää, että käyttävät yhä tuota, sovitun hinnan sijaan.

Yhdellä koneella (500 miljoonaa per kone) saa koko Rooman armeijan, koulutuksineen.

1 million sesterces would be about $10 million.

The Roman Empire usually maintained 30-33 legions, at a total cost of 291 - 320 million sesterces. Also, they had a navy, with a personnel strength of 50,000 - 60,000 men, adding a cost of perhaps 50-60 million sesterces. So total personnel costs would be ca. 350 million sesterces. The total military expenditures of the Roman Empire to keep their 400,000 men armed forces were estimated at 450 million sesterces, adding 100 million for other costs, such as training and equipment. Note that food and clothing costs were discounted from the salary of the soldiers.

Pratt & Whitney, BAE Among Major B-21 Contractors
http://www.defensenews.com/story/br...ey-bae-among-major-b-21-contractors/81454014/

The Air Force’s decision to release the names of the seven major B-21 contractors is part of an effort to be more transparent and build support for the costly program, James said. The B-21 faces a battle for funding against other Air Force and Pentagon priorities, particularly on Capitol Hill. Earlier this month, the powerful chairman of the Senate Armed Services Committee, John McCain, threatened to block the program.

“The B-2 remained in the shadows for too long, it remained classified — too many details remained classified too long,” James said. “In the case of the B-21, we are leaning forward and we are trying to be more transparent and we are going to continue to do so.”

Revealed: Behind the Shadowy B-21 Stealth Bomber's Veil of Secrecy
http://www.nationalinterest.org/blo...d-the-shadowy-b-21-stealth-bombers-veil-15450

While the Air Force is not going to say more, the service has offered up some tantalizing clues about the B-21’s capabilities with its list of subcontractors and its public statements. “When it came to the B-2, everything was new, meaning it was a new airframe, new components were going to go into that airframe and the integration challenge was enormous. So it was the equivalent of a miracle a day had to transpire,” James said. “In the case of the B-21, we do have a new airframe. Integration is always a challenge, but we are using a mature technology, so the risk is more bounded.”

Indeed, a lot can be gleaned from the list of subcontractors...

The U.S. Air Force faces three major modernization programs — replacing fighter and attack airplanes with the F-35, phasing out the KC-135 tanker for the KC-46A, and developing a stealth bomber replacement for the B-52 and B-1 with the B-21.

Unfortunately, Congress has not appropriated enough funds to purchase the quantity of airplanes the Air Force claims are required.

There’s another problem. The B-21 program is largely a “dark gray” project. It’s not quite a “black” project, but the details are with very few exceptions secret. We know the bomber’s name, what it looks like — from an official concept photo — and a faint outline of its future missions.

Kongressin tutkimuskeskuksen raportissa epäillään B-21 tarjouskilpailun voittajan alhaista hintaa.

As noted above, the winning bid for the B-21 came in substantially below DOD’s independent estimates. In the past, contractors have been accused of bidding unrealistically low prices in order to win a given contract, then using their incumbency to appeal for higher appropriations. Use of cost-plus-incentive-fee development, as in the current contract, appears to put some cost risk on the government, while firm-fixed-price procurement appears to put much of the risk for subsequent cost increases on the contractor. Congress may wish to revisit DOD’s cost estimation to understand why the estimated cost was significantly higher than the actual bid. In addition, Congress may wish to use its oversight mechanisms to verify that the contract can be executed at the price bid and/or select a contract type maximizing contractor responsibility to meet the bid price.

Russia is pressing ahead with plans to develop its new PAK-DA stealth bomber, which is on par with its US analogues and will carry an array of modern weapons, including hypersonic missiles.

The PAK-DA, which is being developed by Tupolev, is expected to be a subsonic flying-wing aircraft that is roughly analogous to the Northrop Grumman B-2 Spirit and the US Air Force's forthcoming Long Range Strike-Bomber, National Interest wrote.

The PAK-DA is likely to feature many of the technologies that are expected to be incorporated into the new Tu-160M2 version.

In a break from previous Russian and Soviet bombers, which focused on using a combination of speed and long-range cruise missiles to deliver their payloads, the PAK-DA is the first Russian bomber optimized for stealth.

That said, the PAK-DA will probably not be a small aircraft, close in size to a Boeing 757.

It is expected to have a range of 6,740 nautical miles. It will also be able to carry 30 tons of weapons.

PAK-DA will serve as a launch platform for long-range nuclear and conventional cruise missiles and a host of precision-guided munitions. It might also eventually be armed with hypersonic missiles, National Interest wrote.

The new bomber is expected to make its first flight sometime before 2021, with the first deliveries starting in 2023.

The PAK-DA will be a unique project in the history of Russian aviation since it will be a "flying wing" aircraft, a design never used before by Russian engineers. It will fly at subsonic speeds and the large wingspan and design features will provide the jet with reduced visibility to radar.

"This is a fundamentally new plane with a new sighting and navigation system. This plane will be equipped with the latest communication systems and electronic warfare, and will have little visibility to radar," Long-Range Aviation Commander Lt.-Gen. Anatoly Zhuravlev said.

The PAK-DA project was launched in 2009. The military intended to receive a single type of long-range bomber to replace the current Tu-160, Tu-95MS and Tu-22M3.

Jenkkien uuden pommarin nimi on paljastettu

The US Air Force (USAF) has designated its developmental Northrop Grumman B-21 stealth bomber as the 'Raider'.

USAF secretary Deborah Lee James, the service's senior civilian official, asked Second World War veteran Richard Cole, a 101-year-old retired USAF lieutenant colonel and last surviving 'Doolittle Raider', to make the announcement on 19 September at the Air Force Association's annual Air, Space, and Cyber Conference

Tulee olemaan mielenkiintoista joskus lukea jälkikäteen tästä hankkeesta.

http://www.defensenews.com/digital-...bout-b-21-looking-to-b-2-for-lessons-learned/

NATIONAL HARBOR, Md. — Gen. Robin Rand, the head of U.S. Air Force Global Strike Command, is “cautiously optimistic” about the progress of the B-21 bomber program.

Rand, speaking to reporters at the annual Air Force Association conference on Wednesday, said that he was “very, very pleased with how we’ve started. It’s cautious optimism, but I’m optimistic.”

“That enthusiasm has to be tempered by, ‘We have a lot of work to do.’ We cannot take our foot off the pedal, if you would. There is a lot of work to do in the months and years to come,” he continued. “It’s really, really important to me that we deliver on time, on cost.”

“I think we have an opportunity, if we do this right … to make this what I think could be a benchmark acquisition program for our nation,” Rand said. “I’m not just wishful thinking when I say that.

Joo onhan toi varsin mielenkiintoinen hanke. Tossa on jotain Yhdysvaltain kongressin avoimia kysymyksiä pommikonehankkeen tiimoilta tältä keväältä, pahoittelut jos on postattu tänne: http://ec.militarytimes.com/static/pdfs/CRS-report-Air-Force-B-21-Long-Range-Strike-Bomber.pdf

Mikä tossa lisäksi yllätti itseni oli ettei kyse ole varsinaisesti pelkästään yhdestä pommikoneesta vaan jonkinlaista perheestä erilaisia järjestelmiä joita kehitellään parhaillaan erilaisilla salaisilla ja vähemmän salaisilla budjeteilla.

Mainio dokkari. Mutta pikaisella silmäyksellä en tiedä, mitä tarkoitit tuolla jälkimmäisellä rivillä.

Edit.
