Venäjän Armata T-14

Valitettavan paljon armata-aiheisesta kirjoittelusta on ihan arvailua/spekulaatiota ja pr-puheita joita sitten myydään tietona eteenpäin. Tähän ovat sortuneet niin Venäläiset uutiskanavat, kotimaiset iltalehdet ja "alan julkaisut" ja jopa JANE's, toiset huolimattomuuttaan, toiset tarkoituksella. Kai se on seurausta siitä kun tietoa ei ole ja lehtiä pitää myydä niin arvaillaan puuttuvat tiedot.

Pistetään kuitenkin vähän toisensuuntaista luettavaa Armatasta jossa sävy ei ole liian positiivinen. Lähdekritiikin jätän lukijalle sillä kertojana toimii Pavel Felgenhauer

Jokatapauksessa en olisi kovin luottavainen että Armata pysyy tavoitteissa laadun, hinnan ja aikataulun puolesta. En olisi kovin luottavainen että edes kahden osa-alueen osalta pysytään tavoitteessa.

Olipa kritiikki sitten oikeaan osunutta tahi ei, niin on kaikesta huolimatta mielenkiintoista lukea rakentavaa ja seikkaperäistä kritiikkiä liian ylistävien tai yksipuolisten informaatioiden sijaan - uutisinakaan kaikkia Armata T-14:sta viestejä on vaikea pitää, koska ne vaikuttavat enemmän uutisten muotoon puetuilta mainoksilta sekä tietenkin valtiolliselta propagandalta.

Lännessä tähän kelkkaan on varmasti hypätty osaltaan tahattomasti, kun on ollut pakko kertoa jotain niin on sitten tyydytty kertomaan erilaisin sanakääntein venäläisten välittämää informaatiota sen tarkemmin sulattelematta uutisia tai pohtimatta sitä onko vaunu edes toteuttamiskelpoinen tavoitellussa aikataulussa - kyseiseen Putinin lausuntoon, joka esille nostamassasi linkissä mainittiin, taisin itsekin viitata aiemmin ketjussa.

Enpä itsekään suhtaudu kovin luottavaisesti siihen, että Armata T-14:sta saavuttaa kaikki sille asetetut tavoitteet, tai että se vastaa laadussa tavoittetta ja että vaunu pysyy aikataulussa - hinnasta puhumattakaan.

Jos tarkkoja ollaan niin melkeinpä voi sanoa, että aikataulu ei tule pitämään paikkaansa. Venäjällä ei kyetä v. 2020 mennessä valmistamaan tuhansia Armata alustalle rakennettuja taisteluajoneuvoja/taistelupanssarivaunuja. Hyvä jos päästään muutamiin satoihin (noin 500 kpl) kun huomioidaan se, että varsinainen tuotanto alkaa vasta v. 2016 tilaajan testijakson jälkeen - jos sittenkään.

Vaunu on tiedetty jo ennalta kalliiksi mutta kun mietitään venäläisiä eri rakennus- ja muita ohjelmia tässä viimeisimpien vuosien kuluessa (olympialaisista alkaen) niin budjetit on paukkuneet kaikissa ja rajusti, ja korruptioon on kadonnut pahimmillaan kymmeniä miljardeja. Joten eiköhän totuus ole Armatan kohdalla se, että projekti tulee lopulta huomattavasti oletettua/suunniteltua kalliimmaksi ja vastaako lopulta koko projektin hinta (korruptioineen) vaunun teknistä tasoa yhdistettynä laadulliseen tasoon on sitten aivan toinen asia. Epäilen ettei vastaa!

Ja kuten olen spekuloinut, voi olla, että joku päivä tulevaisuudessa Armata T-14:sta on lähellä sitä mitä sen piti olla suunnittelupöydältä lähdettyään, mutta tuolloin kyseessä lienee jo päivitetty ja jatkokehitetty versio tyyliin T-14M1 tms. Ja tuolloin ei sitten välttämättä voida puhua uuden sukupolven vaunusta, koska saman sukupolven vaunuja voi olla jo muuallakin käytössä. Ja onpa Armata T-14:sta kohdalla mainittu senkin suuntaista ettei vaunu todellisuudessa ole loikka uuteen sukupolveen vaan kyse on nykyisen sukupolven pitkälle viedystä kehitystuotteesta, ja että etenkin puheet viidenen sukupolven vaunusta olisi syytä haudata.

Vaunun suorituskyky muistuttaisi eniten T-80U vaunua.
T-80B:n suorituskyky olisi edelleenkin järkyttävän kova. Mihail Baryratinskyn kirjan mukaan sotaharjoituksessa Berliinin lähellä vaunut nousivat autobahnalle ja ohittelivat turistibusseja. Kaasuturbiini valitettavasti oli niin kallis käyttää että siirryttiin takaisin dieseliin.
 
Enpä itsekään suhtaudu kovin luottavaisesti siihen, että Armata T-14:sta saavuttaa kaikki sille asetetut tavoitteet, tai että se vastaa laadussa tavoittetta ja että vaunu pysyy aikataulussa - hinnasta puhumattakaan.

Jos tarkkoja ollaan niin melkeinpä voi sanoa, että aikataulu ei tule pitämään paikkaansa. Venäjällä ei kyetä v. 2020 mennessä valmistamaan tuhansia Armata alustalle rakennettuja taisteluajoneuvoja/taistelupanssarivaunuja. Vaunu on tiedetty jo ennalta kalliiksi mutta kun mietitään venäläisiä eri rakennus- ja muita ohjelmia tässä viimeisimpien vuosien kuluessa (olympialaisista alkaen) niin budjetit on paukkuneet kaikissa ja rajusti, ja korruptioon on kadonnut pahimmillaan kymmeniä miljardeja. Joten eiköhän totuus ole Armatan kohdalla se, että projekti tulee lopulta huomattavasti oletettua/suunniteltua kalliimmaksi ja vastaako lopulta koko projektin hinta (korruptioineen) vaunun teknistä tasoa yhdistettynä laadulliseen tasoon on sitten aivan toinen asia. Epäilen ettei vastaa!
Kuinkakohan paljon nuo Pavelin mainitsemat valmistajan ongelmat ja työntekijöiden pakkolomat vaikuttavat noihin kommentteihin tilaus ajankohdista ja määristä?

Kommenteista en tiedä mutta pakostakin juolahtaa mieleeni ajatus että kun vaunut halutaan tuotantoon nopeasti ja UVZ:lla on talousvaikeuksia niin ratkaisuksi tarjotaan vaunujen tuotannon laajentamista ja nopeuttamista. Asevoimat saa vaununsa ja UVZ saa rahaa eikä uskollisia valtionyhtiön työntekijöitä tarvitse karsia niin rankalla kädellä. Kun aikataulu tuntuu nyt jo vähintäänkin haastavalta niin epäilen etteivät ainakaan ensimmäiset tuotantoerät tuolla ratkaisulla tyydytä tilaajaa. Liekö tyydyttäisi muutenkaan jos meinaavat runnoa tuotantoon nykyisellä aikataululla.

Meilläpäin asehankintojen kustannusten laskeminen on kohtuu yksinkertaista Venäjään verrattuna. Kun Venäjän asevoimat tilaa Venäjän valtionyhtiöltä tuotteita, Venäjän valtionyhtiö hakee Venäjän valtion pankeilta (ja yksityisiltä) rahoitusta siihen ja Venäjän valtio takaa Venäjän valtionyhtiön lainat niin siinä saa olla jo aikamoinen kirjanpitäjä että pysyy kärryillä paljonko se nyt kustansikaan Venäjän valtiolle. Mahtuu muutama välistävetäjä tuohon kuvioon.

Tai sitten hankintahinnat on ilmoitettu jotain karsittua luurankovaunua kohden mihin sitten ostetaan "lisävarusteena" kaikki tarpeellinen. Artikkelin otsikko on ehkäpä liian pitkälle viety - hiukan sensaatiohakuinen - mutta itse artikkelissa on sitten oikeita havaintoja. Välttämättä yksittäinen aseprojekti ei aiheuta vararikkoa tai katastrofia mutta kaikki projektit yhdessä voivat saada aikaan saman tilanteen (yhdistettynä talous ongelmiin ja matalaan öljyn hintaan) joka vallitsi neuvostovallan aikana ja ylimitoitettu asevarustelu oli lopulta merkittävä tekijä sille, että yhteiskunta ajautui nähtyyn tilaan - ja seuraukset ovat kaikkien tiedossa - Neuvostoliitto hajosi.

Venäjällä on lukuisia laajoja erillisiä projekteja osana asevoimien modernisoitiohjelmaa, yksittäisinä ne eivät välttämättä aiheuta katastrofia, koska kokonaisuuteen niillä ei (yksittäin) ole musertava vaikutus mutta kun projekteja on useita ja kun samalla muutenkin asevoimia on uudistettava ja taloustilanteen ollessa mikä on, vuosi 2020 on aivan liian lähellä, jotta projekti saataisi vietyä siihen mennessä edes jotakuinkin läpi, kun edelleen osa projektin merkittävimmistä yksilöllisistä ohjelmista on tavalla tai toisella kesken (Armata, Kurganetz, Boomerang, ilmavoimien puolelta PAK-FA etc) eikä osa ole vielä edes alkanutkaan täydellä teholla.

Tietenkin ainahan Venäjä voi sijoittaa vähemmän ja vähemmän rahaa muuhun budjetissaan ja vastaavasti pitää puolustusbudjetin ennallaan (joka tosin joutuu 5 % leikkauksen kohteeksi tämän vuoden budjetissa) mutta on vaikea kuvitella, että Venäjäkään voi pidemmän päälle toimia näin harkitsemattomasti - jossain vaiheessa se pussin pohja alkaa pilkistää ja se merkitsee sitten seuraavia (hyvinkin laajoja) ongelmia yhteiskunnassa.

Sanoisin ettei Armata yksin kaada Venäjää mihinkään vaikka vaunu suht' kallis onkin, artikkelin hinta 8 milj. taalaa per T-14:sta poikkeaa aiemmista arvioista miljoonalla ylöspäin, mutta se on merkittävä tekijä kokonaisuudessa ja seuraukset voivat olla kauaskantoisia ja osaltaan saamassa aikaan sitten sen etteivät kaikki yksittäiset projektit pääse koskaan maaliin - pääseekö edes joku, sekään ei ole varma.

Providing warning and guidance for the APS system are two types of sensors mounted around the T-14's turret. Two large sensors, believed to be electro-optical/infrared (EO/IR)-based laser warning receivers, are angularly mounted on the front of the turret providing 180° coverage, while four smaller sensors (covered but believed to be radars) are mounted around the turret providing 360° coverage.

Although what appear to be ERA tiles are present on the turret roof, much of the sides of the turret appears to be just a thin cladding covering the various APS and sighting systems rather than armour. Appliqué armour (unclear if passive or ERA, or both) is fitted to the forward two thirds of the T-14's sides, while the rear third is protected by bar armour to provide clearance for the T-14's exhausts.
 
Russia starts batch production of ceramic plates for new generation Armata tank

NOVOSIBIRSK, June 5. /TASS/. A manufacturer in Novosibirsk has started batch production of ceramic armor components for the family of new generation armored vehicles.

Yksi vaihtoehto ovat kamerat, mutta millainen kokonaiskuva niillä saavutetaan on toinen kysymys.
On toki mahdollista, että Armata olisi ajateltu aavoille aroille, mutta tähän en jaksa uskoa. Venäjällä on paljon metsää ja kaupunkeja.

But I do not agree with the assertion that "Armata" will be an occasion to intensify the arms race. No politics in the fact of its appearance there. - How much time do "Armata" - from conceptual design to iron?

As you know, the Chinese love to philosophize, so I answered them with a question: why China does not have a second tank factory and why you are issued only one tank? For, as in Soviet times, one to do with T-80 turbine engine, and another T-64 engine 5TDF?
